Global Functions Technology (GFT) is responsible for delivering Technology solutions to Citi's Global Functions organizations. Global Risk and Controls Technology (GRCT) within Global Functions Technology supports global functions partners such as Enterprise Risk Management, Retail Credit Risk, Operational Risk, Model Risk, Independent Compliance Risk Management (ICRM), Internal Audit, O&T Business Risk Control and Citi Chief Administrative Office. Compliance Risk Technology supports Independent Compliance Risk Management (ICRM).


Reporting to the Head of GRCT, the **Head of Compliance Risk Technology** is a leadership role having full ownership of Compliance Risk Technology. This role interfaces with the Head of Independent Compliance Risk Management (ICRM), with senior leaders and key partners within ICRM including the Head of ICRM Tech, Data & Innovation, and with both first and second lines of defense across the whole enterprise globally. With an extensive and globally diverse workforce, Compliance Risk Technology covers Regulations Management (Regulations Inventory and Change Management), Compliance Assessment, Testing, Monitoring, Risk Assessment including Financial Crimes, and Compliance Transformation.


To be successful in this role, the candidate should have the technical prowess, executive and regulatory expertise, and superior strategic planning and communication skills to ensure the safety and soundness of our compliance risk technology and operations. The successful candidate will be the champion and leader of Compliance Risk Technology for the whole enterprise, he/she will govern all the engineering standards and processes to ensure the safe and sound operation of GRCT in adherence to Citi policies, targets and standards. This is achieved through maintaining a robust knowledge base of the groups work and the environment in which it operates, its deliverables, stakeholders priorities and resource strategy.


**Responsibilities:**


+ Lead the design and development of Citis Compliance Risk Technology framework, architecture, organization, applications and infrastructure

+ Manage strategic partnership and thought leadership with Citis Independent Compliance Risk Management (ICRM) and all stakeholders in the first and second lines of defense, providing effective and grounded challenge to risk taking, ensuring they are making informed and appropriate risk decisions

+ Own and deliver the end-to-end Compliance Risk Technology Book of Work as required by the FRB and OCC Consent Orders, ensuring all committed targets and milestones are achieved, while risks and issues managed or escalated with care

+ Drive an innovative mindset across the Compliance Technology book of work, including identification of innovation opportunities and a view of recent advances in the marketplace

+ Partner with ICRM Cross-Enterprise team and Head of ICRM Tech, Data & Innovation to identify areas of strategic development and prioritize across the broader book of work

+ Partner with Citi's lines of businesses and functions' executive leadership on managing and improving Citis compliance risk management discipline, including but not limited to, conducting risk and control self-assessments, developing mitigation plans, assessing maturity assessments, new business initiatives, and other risk management and control activities

+ Influence leadership to drive realization of new and emerging technology and regulatory risk management processes, framework and solutions

+ Build a solid and diverse technology organization focusing on the next generation and pipeline of agile leaders and technologists

+ Manage the implementation, enhancement and scalability of Compliance Risk platforms ensuring convergence to global consistency, standard platforms, mitigation of key risks (controls), and alignment with Operations and Technology standards

+ Prioritize the evolution of how data is managed, including the quality, strategy and architecture across Compliance Risk, also working closely with the Chief Data Office to ensure the next generation of data standards are consistent across the firm.

+ Own the Risk & Control metrics and targets, ensuring issues are managed and escalated appropriately, root cause analysis is performed, and issues are resolved timely and appropriately

+ Partner with the GFT Risk Global Controls Team, Issue Management Teams, Global Production Assurance, Information Security Teams, and GFT/EO&T Risk Control Leads to execute the Risk Control and Issue Management framework and governance within GFT

+ Ensure the GRCT leaders, application managers and program managers are informed, trained, understand,, and embrace the Control Framework for a safe and sound IT operation

+ Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citi, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

+ Develop a granular understanding of the drivers behind control issues and facilitate standardization of Activity, Risks, Controls and Monitoring Mechanism across Risk, as applicable


**Qualifications:**


+ 20+ Years' Experience at the middle and senior leadership levels managing a large and global technology team within Financial Services implementing technology solutions and platforms preferably within Risk Technology

+ In Depth understanding of financial products and banking services, Corporate Risk Management, Compliance Risk Management, Compliance Risk Technology, Technology Platforms and Infrastructure, Compliance Regulations, Global and Local Regulations and Policies; Software Development Consulting Experience also a plus

+ Solid track record of accomplishments and implementations within Compliance or Risk Technology including Business Transformations

+ Superior technical and architecture skills and a willingness to dive into technical details

+ Possesses an observable and impactful delivery track record, including the architecture, build, deployment, integration and ongoing management of large-scale technology ecosystems

+ Deep understanding of the data supporting businesses and products and the ability to support the overarching data strategy for the firm, through effective data quality, management and architecture

+ Extensive experience building new, diverse, global teams and managers, including a strong track record of developing, managing, and evaluating managerial talent and leadership pipeline

+ Extensive experience working closely with cross functional partners in products and operations

+ Proven Leadership, communication and influencing skills


**Education:**


+ Bachelors/University degree, Masters degree preferred, Computer Science/ Technology Management/ Management Information Systems/ Physics or Mathematics
