**External Job Description:**

Position Specifics: This position requires proven skills in managing manufacturing and engineering teams that are supporting multiple projects/customers concurrently. This position will also require candidate to efficiently review and analyze customer solicitations and assist with the preparation of timely and accurate cost, management, and technical proposals to achieve solicitation requirements. The selected candidate must be able to articulate questions and provide manufacturing/engineering solutions that are based on proven analyses. This position will require some travel (often with short advance notice). Knowledge of Naval Fleet Assets (Surface/Undersea Vessels) and their associated systems/equipment, along with management/working experience with localized Virginia-based Navy/Private Shipyards (NNSY, NNS, and smaller shipyards) and associated Navy/DoD Contractor infrastructure is highly preferred. Experience with design and manufacture of composites (e.g. carbon fiber) is highly preferred.

The selected candidate must have the following to qualify for this position:

Knowledge of US Navy Maritime design & engineering industry markets, budgets, leaders, and competitors.

Past applicable Maritime Project Management design and engineering services experience.

Experience working with and assisting in the development of integrated master schedules.

Experience managing projects using Earned Value Management tools.

Experience successfully supporting Navy (or DoD) strategic capture and business development endeavors.

Experience collaborating with senior government and commercial business managers/professionals.

Experience directing teams of 5-25 individuals that are providing manufacturing, technical design, and engineering services.

Experience successfully managing a variety of tasks and contract types (e.g. FFP, CPFF/CPIF, T&M, etc.).

Excellent oral/written communication skills when interfacing with others (internally and externally).

Excellent collaboration skills and proven ability to work with internal/external stakeholders at all levels.

Self-motivated individual with extensive people, team-building, and management skills.

The duties and responsibilities of this position include but are not limited to the following:

Responsible for project management oversight.

Manage all phases of tasks / projects from inception through completion, including risk analysis & mitigation and scope control.

Responsible for concurrently serving multiple customers requiring developing and managing plans across several subcontractors.

Responsible for the profit and loss (P&L) of a complex project(s).

Responsible for providing project management oversight to a single customer requiring coordination of program requirements across planning stages with several subcontractors.

Directs all phases of projects from inception through completion. Projects may be executed in multiple locations utilizing established technologies and policies requiring standard application to provide solutions to a variety of technical problems.

Responsible for the cost, schedule, and technical performance of company projects.

Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.

Job performance may require working in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.

**Basic Qualifications:**

Bachelor's degree or equivalent plus 7 years relevant experience; OR Master's degree plus 6 years relevant experience. An additional 4 years of specific job experience with a HS diploma may be substituted for the Bachelor's degree requirement for this job. This experience is in addition to the relevant years of experience listed with the job's education requirements. Example: If this job required a Bachelor's degree + 5 years relevant experience the equivalency would equal HS diploma + 9 years job related experience.
