Intelligence, Information and Services (IIS) is currently seeking a Chief Engineer to lead our Fixed Wing Avionics programs. This position involves leading in a team environment with responsibilities in all phases of systems product development including concept development, program pursuit and capture, requirements capture and analysis, system architecture design, requirements allocation and traceability, design reviews, system / subsystem integration, system verification and validation, and life-cycle product support. The Chief Engineer must leverage multiple skill sets in areas such as Defense Avionics, Missile Systems, Radar and RF applications, Structures, embedded computing and networking. Must be a US Citizen with ability to obtain a DoD Top Secret Security Clearance; an active DoD Secret Security Clearance or higher level Security Clearance a plus. Responsibilities and scope include:
Provide leadership, technical direction and guidance for the Avionics Solutions fixed wing product line and family of programs
Provide technical leadership and support to program management and business development, building relationships with customers and helping identify their current and future needs
Develop technical solutions to meet customers needs by identifying solutions, conducting market analysis, developing strategies and developing technology roadmaps for the product line and/or programs to ensure that business is prepared to address customer needs
Develop technical recommendations for product development and develop investment plans for the business to execute; Provide leadership to product development activities
Represent the Avionic Solutions fixed wing product line to senior officials in both the US and foreign governments regarding the entire product portfolio representing the engineering technical viewpoint
Provide leadership and guidance to a cross-functional team throughout the lifecycle of a development program
Prepare for and lead both internal and customer design reviews
Work with external industry and government stakeholders in the resolution of engineering systems issues
Communicate effectively with both the cross-functional engineering team and with engineering and program management
Maintain an active interest in study, learning and continuous self-development
Perform responsibilities under only general direction

Required Skills:

Experience in development, integration, and test of military avionics systems or similarly complex systems
Experience providing leadership, technical direction, and guidance to a multi-disciplinary team on aerospace/aviation systems or similarly complex systems
Experience applying technical standards, principles, theories, concepts and techniques to solve problems.
Leadership experience involving responsibility for technical, financial, and/or personnel resources
Experience briefing (both written and oral) effectively to all levels of the organization, from peers to senior management
Experience in capture management: creating/reviewing RFPs, SOWs, BOEs, tech volumes, proposals
Experience developing cost and schedule estimates supported by policy compliant basis of estimates and defined technical approach or equivalent supporting data
Experience operating within an organization governed by company policies & procedures
Experience leading technical Analysis of Alternatives (AoA) and/or Trade Studies, performing Risk and Opportunity analyses, and tracking and mitigating risks.
Ability to manage work in an environment with ambiguity and change

Desired Skills:

Experience with military avionics systems, including working knowledge of avionics and navigation principles
Experience with Model Based Engineering (MBE) and modeling languages (SysML or equivalent)
Experience with Agile or DevOps software development
Experience with embedded Cybersecurity Solutions, Security Authorization requirements, vulnerability assessments, threat mitigation, and emerging Cybersecurity technologies
Experience with product design (electrical & mechanical), transitioning products from development to production, and obsolescence management.
Knowledge and experience working with military and civil avionics regulatory and certification requirements such as: TSO, DO-160, MIL-STD-810E, DO-254, DO-178B/C, MIL-HDBK-516C, MIL-STD-882E and ARP475A
Experience with DoD open systems architecture and protocols (FACE, SOSA, MOSA, etc.)
Experience with the fixed wing fighter/bomber community
Experience with USAF or USMC programs/customers
Experience presenting at trade shows, industry conferences and proposal orals
Experience managing programs via program metrics: development, financial, performance
Experience ensuring program progress via formal risk & opportunity management
Experience using DOORS, Rhapsody, MagicDraw, or other requirements management and system architecture tools
Experience mentoring engineers of all grade levels
Familiarity with IIS company policies & procedures
Active Secret or higher clearance

Education Requirements:

Bachelor's Degree in Science, Technology, Engineering, Mathematics, or related STEM Degree with 10+ years of relevant experience (Preferred Majors: Systems, Aerospace, Electrical, and/or Mechanical Engineering) - or
Masters Degree in Science, Technology, Engineering, Mathematics, or related STEM Degree with 8+ years of relevant experience (Preferred Majors: Systems, Aerospace, Electrical, and/or Mechanical Engineering)
