Responsibilities

The Content Services Integrator (CSI) delivers full life-cycle systems integration and engineering services to meet the missions of its customers. CSI technical services modernize mission systems and segments to provide enhanced information technology capabilities to users worldwide.

Senior System Analysts guide engineering teams in taking a multi-discipline approach to requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration, test and evaluation, maintainability and analysis across the NSG, ASG and Federal Agencies to ensure timely and accurate GEOINT.

As part of the CSI Foundation GEOINT Modernization (FGMOD) initiative, The Maritime Watch Office (MWO) has a need for a systems analyst to support the MOWO located at the NGA Operations Center at NGA Campus East. Reporting directly to the FGMOD Project Lead, the Systems Analyst will support the following customer objectives shown below.

Responsibilities Include:

  • Engineer and assess current and future technology, and ensures the project captures innovative tradecraft, lessons learned, and best practices
  • Support the modernization of the MWO systems by developing engineering artifacts providing the description of the current operational system for the World-Wide Navigational Warning Service (WWNWS) in support of MWOs enterprise modernization efforts.
  • Advise on architecture, technology, and enterprise solutions. Develop artifacts in line with NGAs Enterprise GEOINT CONOPS 2022 and support the Title 10 obligation of the maritime mission.
  • Assist the Government in the capture and translation of mission and customer requirements/needs into systems/capability requirements and solutions.
  • Support the analyses and allocation of requirements to systems architecture components and executing programs.
  • Identify project key decision points and provide Go/No-Go recommendations
  • Assist the Government in performing systems integration activities.
  • Guide the planning, analysis/traceability of user requirements, architectures traceability, procedures, and problems to automate or improve existing systems and review cloud service capabilities, workflow, and scheduling limitations.
  • Conduct AoAs, CoAs, Trade Studies, and Engineering Assessments.
  • Prepare and present status briefings to program and customer leadership
  • Guide Mid-level and Junior-level system engineers performing requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration, test and evaluation, maintainability, and analysis across the NSG, ASG, and Federal Agencies.
  • Guide Mid-level and Junior-level system engineers developing solutions designs based on analysis of requirements and new technology.
  • Assist the Government in directing requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration, test and evaluation, maintainability and analysis across the NSG, ASG, and Federal Agencies.
  • Assist the Government in strategic technical planning, project management, performance engineering, risk management and interface design.
  • Assist the Government integrating multiple systems, services, processes, and interfaces within a Major Systems Acquisitions (MSA) across organizational and agency boundaries.

Qualifications

Required Qualifications:

  • Active TS/SCI Clearance
  • Bachelors degree or higher in Systems Engineering or in related technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, Geography, Geographic Information Systems, Geodetic Sciences, or related degree.
  • 16+ years of experience in government or industry in relevant work areas including: DoD/IC Acquisition Process, Requirements Process, PPBES Process or system engineering of large complex System of Systems or Service Oriented Architecture/Cloud environments.
  • 16+ years of experience with systems engineering lifecycle.
  • Experience with Foundation GEOINT Systems and Tools within NGA or its IC partners
  • Technical experience supporting NSG systems, segments and architectures
  • Demonstrated ability to identify technology gaps in capabilities and processes
  • Demonstrated ability to explain technical issues clearly/accurately to technical/non-technical audiences
  • Demonstrated ability to establish effective customer relationships with senior level government personnel; ability to work independently and within a team environment
  • Self-starter and able to manage multiple tasks and changing priorities
  • Strong interpersonal, problem solving, organizational and multi-tasking skills
  • Excellent written/verbal communications, technical/non-technical presentation skills

Desired Qualifications:

  • Masters degree or higher in Systems Engineering or in related technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management InformationSystems, Geography, Geographic Information Systems, Geodetic Sciences, or related STEM degree.
  • Demonstrated experience in geographic information systems, geodetic sciences, or related fields.
  • Experience engineering Foundation GEOINT engineering or production services and capabilities, OBP, FCMS, Cedalion, eXploit, Structured Observation Management (SOM), Analytic Modernization (AMOD), Resource Knowledge System
  • Experience in system interface engineering or interface analysis
  • Experience in cloud technology engineering
  • Experience in technical coordination across the IC
  • Experience with Agile engineering and development methods (user story generation, sprint/scrum development, back-log management, test-driven development)
  • Exposure to national, tactical, and commercial data collectors and associated collection tasking and feasibility processes
  • Certified as a Program/Project Management Professional of DAWIA certification (any level) in IT, PM, SPRDE, or Test or certified Scaled Agile Framework Agilist (Desired).
