You are:



The Technical Operations Manager supports the Information Systems Team of a large global health and diplomacy program. A successful candidate will have a combination of strong information systems management experience and the ability to coordinate, communicate, and liaise across a complex portfolio. The Manager must have experience working with and building connections across multiple technical teams. The candidate should be an analytical thinker with superior collaboration skills and techniques, able to appropriately define alternate solutions, resolve conflicts, and create lasting, productive partnerships. The Manager will serve as a channel of prioritization and escalation to triage requirements, act as an IS liaison to Program counterparts, coordinate technical intake in conjunction with an enterprise PMO, manage an existing Enterprise Architecture Council, and help create and sustain best practice standards for technical operations.




The work:

+ Coordinate and liaise across a multi-contractor, multi-stakeholder Information Systems portfolio

+ Serve as a channel of prioritization and escalation to ensure new requirements or change requests are properly triaged and assessed

+ Act as an Information Systems liaison with Program staff to translate and prioritize needs and requirements

+ Coordinate technical intake with the Enterprise PMO to effectively prioritize portfolio activities

+ Identify communication gaps, manage issue escalations with Group Leads, and provide support to teams balancing multiple priorities

+ Manage and facilitate an established Enterprise Architecture Council that provides high-level technical direction to the portfolio

+ Help create and sustain best practice standards for technical operations with System Architects and Development & Group Leads

+ Serve as a liaison with the Cybersecurity Team

+ Manage a HW/SW and hosting portfolio, working with the Information Systems team and the client to identify capabilities and priorities






Here's what you need:

+ 7+ years of experience in Information Systems and/or Software Engineering

+ 3+ in a leadership or management position

+ Proven track record of working with multiple technical teams and building connections across a complex organization

+ Experience with software development, systems engineering, and/or data modeling/architecture

+ Bachelor's Degree is required






Bonus Points if you have:

+ Familiarity with several of the following products is preferred: DHIS2 open-source global health information software; MicroStrategy and other BI tools (R Studio, Tableau, Power BI), AWS, S3 Data Lake Storage and Redshift, SharePoint, Confluence/Jira, ZenDesk, GitHub, and advanced Excel configurations

+ Experience with (global) public health-oriented systems is a plus

+ Outgoing, mission driven personality, able to coordinate at the portfolio level, as well as consult at the system and software level

+ Analytical thinker and problem solver with superior collaboration skills and ability to create consensus at a senior leadership level

+ Ability to define alternate solutions, resolve conflicts, and create lasting, productive partnerships

+ Familiarity with technical industry standards, including software development lifecycle (SDLC) agile methodologies, DevOps, and/or CI/CD pipelines






As required by the Colorado Equal Pay Transparency Act, Accenture Federal Services provides a reasonable range of minimum compensation for roles that may be hired in Colorado. Actual compensation is influenced by a wide array of factors including but not limited to skill set, level of experience, and specific office location. For the state of Colorado only, the range of starting pay for this role is $108,200 to $151,599 and information on benefits offered is here : https://www.accenture.com/us-en/careers/local/total-rewards
