Job Summary: The Manager of Professional Billing (PB) is responsible for all CS Link (Epic) related application needs of the Cedars Sinai Medical Network (MN). Partnering with business leadership, internal Enterprise Information Services (EIS) teams, and 3rd party partners, this position provides leadership and direction in the development and support of IT applications. The manager will be responsible for managing and coordinating the day to day activities of the team based on routine engagement with business owners in establishing priorities to develop, maintain, support, enhance and integrate information technologies into clinical and business processes utilizing EIS and industry standards. The manager is also responsible for the mentoring and guidance of the PB Applications Specialist Team and coordinates with the other EIS teams as appropriate. Primarily customer facing, this position is expected to know, understand, and support the business of Charge Governance, Professional Billing and Revenue Integrity for the MN, while providing support as needed to other core areas within the organization such as Managed Care Services under the MN, Ambulatory, Patient Financial Services (Hospital Billing), Nursing, etc. Strong project management, customer service, and communication skills are required. Job Responsibilities:

1. (Project Management Focus)- Manages the implementation and support of all Professional Billing Application projects using EIS and standard project management methodologies across all components of the project management lifecycle. Ensures that all project tasks are assigned appropriately to all team members. Has overall responsibility for status reporting, requirements gathering, scoping, vendor research, project planning, project documentation, resource planning, impact analysis, and project budgeting.

2. (Portfolio Management Focus)- Manages a large portfolio of projects throughout the project lifecycle and within scope, schedule, and budget. Works collaboratively with all team members to assign tasks, provide oversight and provide second level support. Proactively evaluates all new releases and functionality of applications in project portfolio on a quarterly basis at minimum.

3. (Analytics) Synthesizes process and requirements analysis including process mapping through flowcharts, documenting current and future states, requirements elicitation, stakeholder analysis, and specification gathering on complex projects. In addition, synthesizes data to complete gap analysis and provide associated recommendations.

4. (Change Management) Provides recommendations for user adoption and transition strategies. Implements and evaluates change management strategies. Provides oversight to all team members to deliver on identified strategies.

5. (Subject Matter Expertise) Able to manage a team with an expert level of application understanding, and applies expertise to meet customer goals and outcomes. Demonstrates an advanced level of Professional Billing Application subject matter expertise.

6. (Operational Expertise) Applies advanced level understanding of professional and managed care administration operations, processes and workflows with the ability to accurately document, discuss and identify dependencies with project team members and stake holders. Synthesizes operations and project interdependencies and applies recommendations.

7. (Technical Capabilities) Proactively promotes and adheres to EIS standards/protocols (e.g. change control process, incident management, support documentation). Demonstrates expert understanding of all aspects of IT, including systems, applications, operations, and support

8. (Vendor Management) Serves as the primary point of contact for vendor support assistance during the project lifecycle as well as in resolving issues with vendor. Performs annual evaluation of support contract and service level agreement. Ensures that vendors are adhering to the terms of the contract. Manages relationship and works with external vendors.

9. (Executive Communication) Provides clear and organized project status reporting to all stakeholders. Coordinates team members to gather information and prepare organized, consistent and accurate status reporting. Escalates issues appropriately through the chain of command.

10. (Strategy Setting) Leads strategic discussions by proactively identifying options with the associated pros and cons with EIS team members and others. Provides management with translation of the strategic plan to the tactical/functional plan. Participate in the development and documentation of EIS Strategies and Plans as a member of the EIS Management Team. Work with internal customers to prioritize tasks and represent business as agreed upon in prioritization meeting.

11. (Recruiting) Participates in new employee interviews and the on-boarding process as needed. Actively contributes improvements to the on-boarding processes to retain new employees. Develops evaluation criteria of junior team members. Works closely with HR on the recruitment process.

12. (Staff Development) Takes the initiative to continuously self development and seek opportunities to advance within enterprise information systems. Demonstrates a good understanding of career path and training goals. Assigned to lead and mentor other staff. Establishes the career paths of other staff, coaches and develops staff and ensures career path is utilized.

13. (Budgeting) Creates and maintains Business and Administrative Applications/Systems project portfolio budgets. Proactively escalates budget issues to management. Assist with annual capital and operational budgeting process.

14. (Collaboration) Engages business and clinical leaders, EIS management, other EIS team members and vendors in an effort to work together to realize shared goals and achieve exceptional outcomes. Drive collaboration among IT and business customers to ensure cross-functional communication in support of business needs. Build and manage effective internal and external partnerships to ensure clarity and consistent commitment to the delivery of business systems solutions. Collaborate with business units to support the development and review of business plans and their capital budget. Assist business owners in the development and validation of their IT Business Continuity Plans. Meet regularly with business management and systems users to assess and review their satisfaction with IT services and performance against SLAs; project priorities and status; IT operational performance; Applications systems support; Applications and IT computing infrastructure; and issues management.

**Qualification Requirements/Preferences:**

Education Certifications/Licensure Experience Physical Abilities Educational requirements and/or preferences:

Bachelors degree in relevant field of study, or equivalent combination of work experience and training is required.

>5 years of increasing responsibility with Professional Billing and complementing technologies with a mix of individual contribution, people leadership and project leadership.

Knowledgeable of core concepts of interfaces, primarily charges, EDI and HL7

Epic certification in Resolute PB preferred

Experience implementing and/or supporting Epics Single Billing Office (SBO).

Epic implementation experience preferred

Experience leading and motivating staff required

Understanding of health care industry service delivery processes, preferably in an Academic Medical Center

Demonstrated ability to develop creative solutions to complex problems required

Strong communication skills written and verbal required

Excellent organizational and skills required

Strong facilitation skills required

An understanding of computer system capabilities to address process requirements required

Skilled in Microsoft Office products including MS Project, Visio and PowerPoint required

Experience managing multiple assignments simultaneously preferred

Additional role specific requirements and/or preferences:

Business background in charge capture and professional billing which may include bill processing, claims processing, accounts receivable, and/or cash collections preferred.
