Enterprise Air Surveillance Radar (EASR) Program Manager

Naval Radar Systems (NRS) is seeking a highly motivated Program Manager to lead continuing development activities on the Enterprise Air Surveillance Radar (EASR) program.
EASR is the next generation of rotating and fixed face variants of the AN/SPY-6 shipboard radar.
The person selected for this role will be responsible for completing the Engineering and Manufacturing Development (E&MD) of the program, including system level developmental testing on the EASR Engineering Development Model (EDM) at the Government Land Based Test Site.
The person selected will also be responsible for execution of current and future development activities as directed by the US Navy customer under Technical Instructions (TIs) issued under the Engineering Services (ES) portion of the EASR contract.
Program oversight for closeout of the EMD phase as well as additional TI development scope.
Meets company financials and programmatic objectives including EAC and AOP bookings, sales and cash requirements.
Identifies and implements key program metrics and leads development of situational awareness reporting and management tools for program leadership teams to drive program success.
Instills practices and behaviors that improve efficiency and effectiveness.
Leads program reviews and required to prepare packages and present at weekly, biweekly, monthly and quarterly reviews with Program Leadership and the Navy Customer.
Reviews include: Estimate At Completion (EAC), Earned Value (EV), Monthly Program Review (MPR), Program Area Review (PAR), etc.
Leads resource staffing and prioritization. Provides direction to multi-functional teams and key partners to ensure successful execution of the EMD contract.
Develops customer relationships with multiple Navy organizations and partners.
Often requires the ability to influence others outside of own job area.
Empowered authority to accomplish program objectives.
This position is based in Marlborough, MA and requires the ability to travel as needed.
Required Qualifications:
10 years of relevant professional experience; preferably in
program management, project management or IPT leadership on defense programs.
Leadership experience on a development program in one or more of the following engineering disciplines:
Systems, Software, Verification & Validation, Electrical, or Mechanical.
Ability to create and present program packages for reviews.
Experience with Cost and Schedule Management.
Ability to lead strategic initiatives and collaborate with other cross functional leaders in Engineering, Supply Chain, Operations and Quality to improve processes, optimize policies, and support the goals.
RTX Program Management Certification Level 4 or ability to achieve within 1 year.
Active DoD Secret Clearance with ability to obtain Top Secret clearance.
Required Education:
Bachelors Degree
from an accredited college or equivalent years of experience. Preferably in a STEM Field. Science, Technology, Engineering or Math.
Advanced degrees preferred.
Desired Qualifications:
Masters Degree.
Demonstrated experience working with Navy Customers.
Earned Value Management Certification or ability to achieve within 6 months.
RTX Six Sigma Certification, or ability to achieve within 2 years.
Experience with radar technology and programs.
Experience interfacing with senior leadership.
Strong interpersonal skills for leadership, teamwork and customer relationships.
Demonstrated ability to resolve complex issues with cross-functional partners.
Experience leading the development of EAC packages and briefings to senior leadership.
Experience integrating key business activities into a seamless project management plan leveraging best practices, people skills and cross utilization of assets.
Experience with engineering processes.
Experience with Department of Defense (DOD) multi-phase contracts.
Demonstrated knowledge of DOD acquisition processes.
Experience with Traffic and Arms (ITAR) regulations, Export Import (EXIM) and licensing requirements, and Technical Assistance Agreements (TAA). Experience with Traffic and Arms (ITAR) regulations, Export Import (EXIM) and licensing requirements, and Technical Assistance Agreements (TAA).
Experience in or more of the following program phases: R&D, Transition to Production, Production, Delivery, Deployment, Support & Sustainment.
Experience with one or more of the following Contract Types: FFP, FPAF, FPIF, CPFF, CPIF, DCS.
Security Clearance:
This position requires the successful issuance, transfer or maintenance of a Secret security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process.
