Job Summary
AECOM is seeking an
Electronic Warfare Subject Matter Expert (SME) to support the Naval Information Warfighting Development Center (NIWDC) Assured Communications directorates in the
Norfolk-Suffolk, VA region.
The Electronic Warfare SME will provide subject matter expertise in all aspects of Joint and Navy Spectrum Management and Electronic Warfare Planning, including coordination of spectrum dependent systems and networks in support of Fleet operations.
Essential Responsibilities:
Development of technical concepts and practices in order to support US Navy Electronic Warfare readiness across DOTMLPF (Doctrine, Organization, Training, Materiel, Leadership, Personnel, and Facilities).
Support to Strategic, Operational and Tactical Planning.
Operational Support and Fleet Training.
Fleet EW Training and Equipment Requirements Development and Support.
Workforce Development and Readiness Reporting.
Perform all other position related duties as assigned or requested.
Minimum Requirements
Must have a Bachelor's degree.
Minimum of 10 years of Electronic Warfare experience.
Proficiency with Microsoft Suite.
Due to the nature of the work, must be a U.S. citizen.
Must have an active Top Secret clearance with SCI eligibility.
Preferred Qualifications
Graduation certificate from:
A spectrum management course such as the Inter-Service Radio Frequency Management School, the Armys Battlefield Spectrum Management Course, or Spectrum Operations Apprentice Course.
The Joint Task Force Spectrum Managers Course or Joint experience relating to RF spectrum management.
The Electronic Warfare Information Warfare Basic Course (IWBC) or service equivalent.
An Electronic Warfare Officer (EWO) School (Aviation, Surface, Submarine and or CTT/AW A/F Schools or other service equivalent).
Demonstrated experience in general doctrine and CONOP development, Joint and Navy concept development and experimentation, Navy or service equivalent C5I capabilities, warfighting areas, and organization/planning/communication skills to support all facets of NAVIFORs Information Warfare Type Command mission.
A thorough knowledge and experience with regulatory requirements detailed in applicable Department of Navy Spectrum Management policy, National Telecommunications and Information Administration (NTIA) Manual of Regulations and Procedures for Federal Radio Frequency Management (Redbook), and International Telecommunication Union (ITU) regulations and procedures.
Familiarity with the application of applicable rules and processes for filing and coordination of spectrum dependent systems and networks.
Operational experience as a Strike Group Frequency Manager or in a senior communications billet afloat using the Afloat Electromagnetic Spectrum Operations Program (AESOP).
Experience working in a Navy regional spectrum office (or Federal/DoD equivalent) that directly processes spectrum assignment actions for adjudication by the National Telecommunications and Information Administration (NTIA).
Experience working with AESOP and other spectrum management tools to include Spectrum XXI (SXXI), Joint Automated CEOI System (JACS), and Spectrum Planning Engineering and Evaluation Device (SPEED).
Experience in coordinating and obtaining electronic attack (EA), GPS EA, Chaff authorizations.
Experience in coordinating and obtaining frequency assignments for radar/next-generation radar and experimental/operational IFF systems.
