Chief of Staff China R&D Center


The Chief of Staff is the chief operating officer for a regional R&D center. In this hands-on role, the incumbent manages daily operations and serves as a focal point for communication and interaction within the China R&D Center management team



Finally, the Chief of Staff acts as a trusted advisor to the China R&D Center Site Leader (GM), and the site leadership team.



  • In partnership, develop and manage internal and external communications strategy for China R&D Center Site leader and the leadership team;
  • Build a strong horizontal connection the scattered vertical function teams and timely surface the org. and people issue for site leader to step in by aligning function VPs. when needed;
  • Plan and coordinate site level leadership meetings and operational meetings; maintain a calendar of events (internal, customer, partner, etc.);
  • Prepare presentations for key internal executive, customer and partner, and public meetings and events.
  • Partner with global function chief of staff to plan and manage budget and headcount for respective regional function operation from a strategic planning perspective and from a tactical quarterly execution to plans, CAPEX and OPEX budgets, resource planning;
  • Workforce capacity and capability development including workforce planning, resource management, skill gap analysis and skill inventory, and technical development;
  • Drive and enable a culture of Innovation, Lead, Execute;
  • Develop effective partnerships and work collaboratively with business partners (HR, Finance, GR, Legal, etc.);



  • Recent and thorough experience in the hi-tech industry, exposure to engineering functions strategy planning and implementation with solid track record; experience in the PC industry is highly desirable;
  • Demonstrated technical team/project and program management leadership success;
  • Proactive and execution focused;
  • Skilled in developing and sustaining positive interpersonal relationships;
  • A track record of creativity and innovation in solutions;
  • Excellent communication skills both verbal and written;
  • Action and results-orientation with the ability to make decisions quickly;
  • High level of proficiency in MS office (Word, Excel, Power point), and in data manipulation, analysis and presentation.



  • BS or MSEE Degree with minimum 15 years related working experience
  • MBA highly desirable
