Responsibilities

Responsible for direct supervision/management of a team of proposal managers. Oversees the assignment of proposal managers, conducts mentorship and professional growth for proposal managers, and contributes to the assessment and improvement of proposal quality. Oversees proposal managers to ensure effective development and management of pre-RFP activities and the development of comprehensive proposal plans. Advises on proposal planning and strategy, including assessing win strategies, key strengths, value propositions, discriminators, and key graphics. Participates in proposal reviews with management. Counsels and serves as main resource on all matters of a proposal management nature. Develops and implements proposal management policies, procedures, methods, operating practices, and functional performance standards to facilitate effective implementation within program objectives and requirements. Evaluates compliance of such policies, practices and standards, and directs corrective action.

Qualifications

Requires BA/BS with 16 to 18 years, or MS 14+ years, or Phd 10+ years, with at least six plus years as a manager. Incumbent will have a specialized knowledge in one or more fields of disciplines and general knowledge in a number of others.
