The School of Medicine has an outstanding opportunity for a Director of Financial Reporting and Operations.

The Director of Financial Reporting and Operations (Director) works under the general direction of the School of Medicine (SOM) Associate Dean and Chief Financial Officer to oversee three primary operational areas: 1) Budgeting and Financial Reporting 2) Enterprise data management for SOM financial reporting and operational needs 3) Departmental and Financial Support Services.  This position will be primarily responsible for the oversight and supervision of the director of each area to coordinate effort and to promote the efficient interaction between the three groups and effective operation of each group.  Additionally, they will work on developing opportunities for improved operational performance in each area as measured by their operational efficiency and compliance with UW rules and regulations.

This position interfaces with other UW financial organizations such as the Financial Management Office, the Office of Planning and Budgeting, and Grant and Contract Accounting, as well as SOM departments and UW Medicine affiliates including but not limited to the University of Washington Medical Center (UWMC), Harborview Medical Center (HMC), the Seattle Cancer Care Alliance, Fred Hutchinson Cancer Center (FHCC), and the two practice plans (UWP and CUMG).

The decisions and recommendations made by the Director have a large impact on the financial condition of the School of Medicine and UW Medicine.  The SOM relies heavily on the timely and accurate financial reporting to make management decisions related to appropriate use of resources.  The positions appropriate development and interpretation of UW and SOM policies will provide assurance the organizations comply with rules and regulations.  The position is responsible to ensure the financial information provided to central UW and UW Medicine is timely and accurate.

Additionally, as the UW is implementing Workday Finance effective July 1, 2023, the position will be responsible for leading the transformation of business processes with the Deans Office and across the SOM for budgeting and reporting as well as operational activities.  The UWFT project and related operational transformation will heavily drive the work of this position for the next 3 years until a future steady state is achieved.


Budgeting and Financial Reporting:
This position oversees the Deans Office and VPMA Units annual planning and budgeting process as well as monthly and annual Financial Reporting.  This group is responsible to prepare and produce timely and accurate reports to Department of Medicine (DOM) and UW Medicine executive management which identify risks and opportunities for the management of the financial resources.  The group responsibilities include but are not limited to:
Preparation of annual budget of over $175M for the Deans Office which includes over 33 business units and over 10 separate buildings/facilities and the monthly and annual financial reporting for the Deans Office.
Preparation of annual budget of over $45M for the VPMA unit which includes over 8 major business units and is funded by HMC/UWMC/UWP/FHCC/Deans Office.
Preparation and quality review of the UWSOM METER reports which report quarterly on the financial health of each of the UWSOM Academic Departments.  The Deans Office play crucial role in report development and quality review prior to distribution to UW Medicine management leadership.
Prepare the monthly SOM Close Call report as submitted to UW Medicine board reports on UW Medicine financial results.
Complete quarterly UW Medicine Central budget to actual reports for UW Medicine entities.
Research Cost Recovery process: annual allocation of temporary dollars to departments.
Facilities Indirect Cost Recovery process:  work with departments on identifying location of grant activity and recover facilities ICR as per Memoranda of Understanding.

Enterprise Data Management:
This position oversees the Deans Office Financial Reporting Data Management Group that includes an IT Reporting Manager and three supporting staff.  The Financial Reporting Data Management Group is responsible to develop and maintain the Deans Offices financial reporting data warehouse and to support reporting systems within the Deans Office that support SOM budgeting, financial reporting, and other operational activities.  This position works closely with SOM IT to assure that appropriate IT infrastructure exists to support the financial reporting systems. The group is responsible for the development and maintenance of various databases that are based on downloads from various UW data systems and UWP systems to support the Deans Office various financial reporting and operational reporting systems to assist in the management of the UWSOM.  The key functions include but are not limited to:
Development of FinSql databases that support all Deans Office reporting systems that are based on UW data feeds.
Annual Budget Process data feeds to support the annual budgeting process for Deans Office, SOM METER budget and SOM budget.
Unit Spending Reports for Deans Office which allow the SOM to reporting on spending vs. budget.
METER application for UWSOM quarterly financial reporting for all SOM Departments.
Monthly SOM financial reporting process.
Gift Reporting Database consolidation of FIN/Advance/ Treasury data sources to allow management of UWSOM gifts and endowments.
Commitment Database maintain list of all commitments made by Dean of Medicine and track expenditures vs. the budget and the total commitment level.
Faculty Information System to support the office of Academic Appointments and compensation.
Ad Hoc reporting and data request regarding state funding, annual faculty salary increase, institutional support funding and others.
Hospital Support Database to support the clinical department funding process and UWP and CUMG budget process.

Department and Financial Support Services:
This position will oversee the Deans Office Departmental Support services and the Financial Support Services groups. The Department Support Services responsibilities include:
Commitment database: this is an Access database that tracks all commitments from the Dean to the departments as well as from the Provost to the School of Medicine.
Gift and endowment database: this tracks all gifts, endowments, and operating accounts within the Deans office as well as within the departments.
Support Clinical Department funding process and monthly reserve transfers from UWP and CUMG.
State line history and management: managing all the tenured state lines within the Deans office and the departments.  Developing and maintaining histories on the state lines.
Capital Projects: work with Department, School of Medicine Facilities unit, and the Universitys central offices, such as CASPO and CPO, to facilitate funding of capital projects.
Manage the reporting and contracts for medical school education with the WWAMI states (Washington, Wyoming, Alaska, Montana, Idaho).
Salary increase process and State lines: the state lines of departments and the Deans office must be tracked during salary increase process.  The lines must be tracked with an internal Access database and the Budget Driver during the year as well as during the salary increase process.

Financial Support Services oversees all aspects of financial transactions for the internal Deans office units which include purchasing, financial tracking, vouching and reconciliation of internal Deans office finances:
Provide policy and operational direction to the Dean's Office accounting functions.
Oversee the activities of the Dean's Office operations including purchasing, travel, petty cash and vouching, grants and contract administration and equipment inventory.
Oversee the DOM accounting operations function comply with University requirements. Provide for staff training and development plans to assure that SOM financial personnel operate in compliance with required policies and procedures.

Operational oversight and Staff development and training:
Position will be responsible for coordinating the three operational areas to improve the coordination between financial reporting and the financial operational groups.
The positions will be responsible to provide supervision and direction to each major operational area and to ensure the career and skills development of each the three direct reports and their respective teams.

Ad hoc Reporting, Surveys, Analysis and SOM wide consultation:
This position oversees Deans Office completion of all financial surveys including research reports, AAMC AFQ, and other surveys for UWSOM.  This position also serves as Deans Office liaison with UW Budgeting and Planning office and SOM departments with respect to accounting and reporting policies.  Advise SOM executive management as to significant accounting and reporting issues and evaluate and recommend courses of action.

Masters Degree in Accounting, Business Administration, Health Care Administration, or related field.
At least five years of demonstrated experience in accounting, financial management and analysis, business planning and/or strategic planning.
This position requires a self-motivated individual with ability to execute the demands of the position in a fast-paced environment with a high degree of independence.
Must be able to act independently and responsibly, given general direction from SOM executive management.

Equivalent education and/or experience may substitute for minimum requirements.

Management-level experience in an academic medical center, hospital, consulting, or CPA firm.
