DATA SPECIALIST (Planning/Scheduling Duties)


Reporting to the IT Manager, the Data Specialist position is responsible for GoDurhams:

  • The Transit Management of Planning/Scheduling Operations and Intelligent Transportation Systems (ITS) functions including the transit technology packages such as CAD/AVL system, fixed-route scheduling software, run-cutting software, daily operations management software, and transit signal priority (TSP) equipment.

With the goal of improving the efficiency of GoDurham business practices and improving overall customer experience.




Knowledge:  Bachelor's degree or equivalent combination of related education and experience required.  Must have thorough understanding of latest technology trends and software specifically as related to transit.  Full knowledge of Microsoft computer programs essential, including advanced proficiency with Excel.  Knowledge of fleet maintenance software, CAD/AVL software, dispatch management software, strongly preferred.


Experience:  Three to five (3-5) years of relevant work experience required.  Experience in transit operations/planning or ITS strongly preferred.  Experience with working in computer databases and Crystal reports desired.  National Transit Database (NTD) experience preferred.


Skills:  Must have well-refined verbal and written communications skills.  Organization skills and self-directed work ethic are essential.  Strong attention to detail with excellent multi-tasking and follow-through skills.  Must be a strong communicator with effective listening skills.  Able to prepare and present clear, concise, and accurate presentations and or reports to members of management.


Physical Demands/Work Environment:  Must have the ability to work the hours and days required to complete the essential functions of the position, as scheduled.  Vision, hearing, speech, and manual dexterity are required.  Must have a valid North Carolina drivers license or the ability to obtain one within 90 days of employment.

Additionally, must be able to:

Assignment in this position is typically divided into one of two sets of essential functions (Planning/Scheduling or Statistical Database duties) with the employee being responsible for providing back up to the essential functions not assigned as their primary responsibility.


Transit Management of Planning/Scheduling Essential Functions:

  • Ensures the proper configuration and functionality of the companys ITS and passenger information systems including Avail Technologies CAD/AVL system, scheduling software, daily operations management software, stop announcement database, transit signal priority (TSP) equipment, digital bus stop signs, and various information feeds to outside parties, such as Google Transit, Transit App and GoDurhams Trip Planner.

  • Coordinates and updates information systems, such as schedule database, operational analysis system, vehicle and operator roster systems, revenue, and fare analysis system, stop announcement database and other related system updates the ITS system for service changes and assists maintenance personnel with data updates to vehicle head signs, automatic voice enunciators and shelter signs.

  • Responsible for maintaining bus route, schedule, stop data used by GoDurham in the ITS systems, including but not limited automatic passenger counters, AVL/Real-Time system, and Google Transit Trip Planner.

  • Serves as the primary contact for coordinating real time route service changes for GoDurham and assists with ITS preparation for the transit system as needed.

  • Transmits schedule changes in a timely manner, to ensure continuity of transit operations and deploys holiday, adverse weather, and detour schedules via GoDurham AVL systems.

  • Serves as a liaison between the Union, Operations, and Planning/Scheduling departments to coordinate on issues such as operator run-bids, Operator feedback, bus stop relocations and passenger information systems.

  • Provides training to scheduling staff and other field staff on applications, to ensure quality work is performed.  

  • Creates maintenance programs and procedures to effectively troubleshoot weekly production systems responsible for transit operations.

  • Establishes and maintains effective professional working relationships with other departments and relevant stakeholders.
