Data and Measurement Analyst

Job Description

The Data Measurement Analyst will support the HR/Organization and Talent Capability in defining measurable business impact for products and services that support Intel's talent capabilities. Will partner with portfolio directors, product owners, facilitation leads, and delivery team to identify and analyze relevant operational data, training performance data, and talent development feedback data. Will help transform data into insights and makes recommendations on how to get the best value for our talent/learning development investments. Will provide assessment and evaluation expertise to determine performance gaps, conducts root cause analysis, and enables story-driven decision making.

Key Responsibilities

Technical Analytics:

  • Stay current with knowledge and skills related to the talent/learning measurement industry.

  • Fluent with data and data structures from various sources; able to identify, query, analyze, and report results to answer relevant business questions.

  • Apply measurement and analytics best practices to identify root causes of business issues and impact.

  • Analyze and summarize quantitative and qualitative data to discover, validate, and optimize drivers of performance and contribution to organizational performance, using descriptive, predictive, and inferential statistics including, but not limited to, t-test, text analysis, ANOVA, chi-square, correlation, regression, and multivariate analysis.

Talent or Learning Measurement Subject Matter Expertise:

  • Provide overall learning measurement guidance, subject matter expertise, and collaborate with project teams to develop measurement solutions.

  • Develop and execute measurement plans.
    Provide learning measurement education, consultation, coaching, and guidance to team members.

  • Support stakeholders to ensure adoption of new measurement processes, skills, and behaviors across the organization.

Business and Team Management:

  • Work with team to ensure measurement consistency across programs.

  • Develop relationships within and across HR and business units.

  • Advance the culture of measurement within HR.
    Build and maintain vendor relationships (specific to measurement and evaluation tools and processes).

  • Understand how high impact learning and talent organization functions and the role of measurement for identifying value-driven investments.

Role Deliverables:

  • Create and execute measurement plans to support HR strategic initiatives

  • Identify measurement data and methodologies.

  • Translate stakeholder measurement needs into data requirements for actionable analysis and data-driven decisions.

  • Perform measurement analysis to quantify HR initiatives' business impact.
    Establish and implement measurement Best Know Practices and Standards (e.g., forms and processes).

  • Educate practitioners about how to better leverage data assets and measurement capabilities for stronger business results.

  • Communicate analytic results and recommendations to stakeholders.

  • Design and convey requirements for self-serve analytics to empower data-driven decisions for stakeholders.

The successful candidate must demonstrate the following:

Analytic Skills

  • Research, analysis, and synthesis of information/data.

  • Execute descriptive, predictive, and inferential statistics including, but not limited to, t-test, text analysis, ANOVA, chi- square, correlation, regression, and multivariate analysis.

  • Proactive in understanding data sources and how data can be used to answer business questions.

  • Transform data into insights and recommendations for decision making.

  • Understanding of key learning design and development methodologies.

  • Use of scripting languages (e.g. R, Python, JMP, SAS) to extract, combine, transform, analyze, and visualize data.

People Skills

  • Communication and consultation skills, both verbal and written.

  • Fosters open dialogue and trust.

  • Problem-solving skills.

  • Can effectively cope with change and ambiguity.


You must possess the below minimum qualifications to be initially considered for this position. Preferred qualifications are in addition to the minimum requirements and are considered a plus factor in identifying top candidates. This position is not eligible for Intel immigration sponsorship.

Minimum qualifications:

  • Bachelor's degree in one of the following fields: Industrial/Organization Psychology, Organizational/Talent Development, Business, Education, Math, Statistics, Data Science, Economics, or Finance or related field with 5+ years of applied experience or a Master degree with 1+ years of applied experience in one or more of the following areas:

    • Learning or Talent Analytics.

    • Needs Assessment.

    • Evaluation methods.

    • Survey Design.

    • Sampling Design.

    • Data Governance and Standards.

    • Experimental Design.

    • Learning Analytics (assuming some background in statistics).

Work Model for this Role

This role will be eligible for our hybrid work model which allows employees to split their time between working on-site at their assigned Intel site and off-site.
