    Position is grant-funded and subject to annual renewal based on availability of grant funds.

    License and Certification Qualifications: Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.

    Education Qualifications: Master's degree in related field required. Specialist or doctorate degree in related field preferred.

    Experience Qualifications: Three years of experience in conducting research and/or evaluation required. Experience communicating research to audiences with a wide range of research backgrounds preferred.

    Skills Qualifications: Knowledge of educational and/or social science research and research methods; effective personal and interpersonal communication skills; ability to work collaboratively toward achievement of desired goals; ability to critically analyze a problem, obtain pertinent data to assess the problem, apply appropriate statistical techniques to analyze the data, and report results and conclusions in a timely and meaningful manner to a variety of audiences; ability to use one or more statistical software programs to analyze data and present results related to research and educational improvement; and ability to prioritize projects, manage time effectively, and assume initiative to accomplish tasks and organizational goals.

    Primary Responsibilities: Work collaboratively with the Executive Director of Research and Evaluation to critically analyze the effects of district initiatives, especially in relation to district partnerships.

    1.         Design high-quality research studies, evaluation projects, and reports.
    a.        Understand the needs and expectations of the customer and audience.
    b.        Envision a format for presenting the results.
    c.        Confirm the product design and development plan with the customer.
    d.        Anticipate a time and method for reporting the information.
    e.        Plan a strategy for accessing and analyzing the data and for displaying the results.

    2.        Source data related to research studies, evaluation projects, and reports.
    a.        Identify one or more sources for the data.
    b.        Define or interpret the nature and relationships among data elements.
    c.        Build or specify a data collection or importing system.
    d.        Collect or extract the data.
    e.        Recognize and define the need for better or increased continuity of information access.
    f.         Seek new or more accurate and timely sourcing formats and opportunities.
    g.        Record, share, and improve sourcing delays or other obstacles.

    3.         Validate data by assessing the authenticity and reliability of the data source.
    a.        Proof manual data transcription, or automated extraction, transformation, and loading results.
    b.        Compare the data record counts, individual datum characteristics, and summary descriptives to expected values.
    c.        Examine the volume and nature of missing data.
    d.        Estimate data accuracy with internal and external reference points.
    e.        Communicate and resolve errors or discrepancies.
    f.         Maintain the confidentiality of protected data and information and collaborate in promoting principles and processes for data security.

    4.         Analyze data by importing, transforming, coding, restructuring, merging, and selecting the pertinent data.
    a.        Summarize, compute, analyze, and graph the data, including the use of appropriate descriptive and inferential statistical procedures.
    b.        Produce meaningful representations of the data in verbal, tabular, and graphical formats.

    5.         Verify information by comparing a sample of results to source data.
    a.        Compare descriptives of results from those of earlier time periods.
    b.        Compare the results among demographic subsets of the information.
    c.        Compare a sample of results to similar results of other agencies' or organizations' reports.
    d.        Revise or adjust procedures or reports as needed.

    6.         Report and publish information for the Research and Evaluation Department.
    a.        Deliver information to the customer or audience.

    b.        Verify customer's receipt of information.
    c.        Obtain feedback from the customer or audience on adequacy and timeliness of information.
    d.        Estimate the impact and value of the information on achieving the mission.       

    7.         Consult with various audiences concerning projects and reports.

    a.        Advise school and district-level staff regarding scientific research methodology, measurement, inferential logic, and statistical procedures.
    b.        Provide content knowledge gained from prior training, experience, literature reviews, and research studies.

    8.         Collaborate with various audiences concerning projects and reports.
    a.        Engage as an actively contributing member of committees, teams, and task groups.
    b.        Serve as a facilitator or leader of groups to achieve organizational objectives.


    9.        Teach various audiences about research and evaluation methods and best practices.
    a.        Present information and guidance about research methodology, data collection, analysis, and interpretive processes.
    b.        Explain technical aspects of the Results-Based Evaluation System (RBES), internal research projects, and related investigations.

    10.      Evaluate research, projects, and reports.

    a.        Evaluate processes and products relative to specified purposes, especially in the area of research.

    11.      Promote the improvement of individual job skills and organizational advancement.
    a.        Pursue opportunities to advance personal job skills and competencies through formal and informal learning.
    b.        Contribute to the development of the organization's capacity to learn and improve through training and systems development.

    12.      Perform other duties as assigned.  

    Physical Demands:
    While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds.
