Job Summary

AECOM is actively seeking a highly talented Contracts Administrator for immediate employment. In this role, you will support the due diligence for projects involving the Federal Government /JVs/Teaming arrangements, as well as, other business related support required by the program/project management team. This position is based in Honolulu, Hawaii.

The responsibilities of this position include, but are not limited to, those listed below:

  • Due diligence in support of projects with Federal Government Clients/JVs/Teaming arrangements, cost proposal preparation, contract negotiation, contracts policy compliance, project audits, project government property management and any other business related support required by the program/project management on multiple stand alone and Indefinite Delivery/Indefinite Quantity Contracts, each containing both cost plus and FFP pricing arrangements.

  • This position will also serve as the primary project interface with the Federal Government Clients Contracting Official where so designated.

  • Must ensure adherence to the firms signature authority policy and facilitate approval of necessary and appropriate deviations.

  • Coordinate with Corporate Auditing and support periodic internal project audits, outside project audits by clients, and federal and state agency audits.

  • Respond to project/federal government client directives and requests involving financial information, contract compliance, subcontracting/procurement, cost proposals, project audit, project accounting, insurance, property, export control, international workflow and other administrative issues.

  • In conjunction with the Project Manager, develop the negotiating strategy and plan/lead, where appropriate, conduct contract negotiations with the Federal Government Client.

  • Conducts strategic pricing planning and participate in technical proposal preparation in compliance with Federal Regulations and company policies and procedures.

Minimum Requirements

  • Bachelors degree plus four (4) years of federal contracts administration related experience or demonstrated equivalency of experience and/or education

  • Excellent working knowledge of FAR and DFAR

  • Due to the nature of this position, U.S. Citizenship is required

Preferred Qualifications

  • Solid understanding of risk management, assessment, and planning

  • Proficiency of knowledge in Federal Contracting

  • Possess the ability to thrive in a fast-paced, multi-tasking environment, love challenges and details, be resourceful, and have great organizational and time management skills

  • Knowledge of federal contracting, bidding, source selection, and procurement regulations and laws

  • Experience with audit standards and federal cost principles; outstanding communication and negotiation skills, strong financial, pricing and business management skills

  • Extensive knowledge and experience in utilizing and maintaining databases and working with Excel spreadsheets

  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint, Access and Outlook)

  • Strong working knowledge of the Federal Acquisition Regulations and its supplements as well as the Uniform Commercial Code

  • Experience/Proficiency with Contract Negotiations

  • Experience/Proficiency with Policy Compliance, Project Audits (Internal & External), Government Property and Insurance

  • Proficiency with Source Selection, Procurement Regulations/Laws, Experience with Audit Standards

  • Proficiency with Federal Cost Principles and CAS

  • Demonstrable Communication Skills with a Variety of Audiences

  • Strong Financial, Pricing and Business Management Skills
