Join Citis Capital Optimization and Interpretation (COI) group within the Capital Optimization and Recovery & Resolution Planning Team to support the interpretation of grey areas in regulatory capital rules of Counterparty Credit Risk (CCR) exposures for several capital drivers such as RWA (Risk Weighted Assets), SLE (Supplementary Leverage Exposure), GSIB, Comprehensive Capital Analysis and Review aka CCAR and Dodd-Frank Act Stress Test aka DFAST efforts) and Stress losses.  The Capital Interpretation (CI) team is responsible for firm-wide interpretation of regulatory rules related to various Capital drivers described above and assessing its impacts to proposed and existing transactions and product programs.  Regulatory capital rules are complex and continue to evolve over time leading to gaps in coverage resulting in ambiguity in understanding. The CI team provides the analysis of the capital rules and ensures that Citis interpretations of the rules are consistently applied on a global basis.  In addition to policy interpretation, the teams mandate includes advocacy with the supervisors, implementation oversight and regulatory capital training.  This role will offer significant exposure to senior management and will partner extensively with colleagues across risk, finance, and line of business functions.  The role will also involve significant direct interaction with the regulators as well as industry advocacy groups. Excellent interpersonal skills are required given the high level of interaction with senior members, as well as the ability to work under pressure to meet tight deadlines.
The person will be responsible for
  • Interpretation of regulatory rules (e.g. Basel III SA, SLE, GSIB, Stress Testing) specifically for Securities Finance Transactions (SFTs) and assessing its impacts to proposed and existing transactions and product programs
  • Partnering with Credit and Market Risk Management, Accounting Policy and other control functions, understanding the deal structure and advising business on various Capital impacts (e.g. RWA, GSIB, SLE) specifically for Securities Finance Transactions) exposures
  • Contribute to the creation of Senior Management-ready materials, particularly interpretive guidance presentations to Lines of Businesses, Interpretive Committees, and Regulators
  • Work across the firm and various risk types (Market, Credit) to drive change and influence risk and regulatory outcomes
  • Understand the linkages and interconnectivity between various components of TCE (Tangible Common Equity) and how the Capital rules impacts them
  • Understanding the interdependencies between Trading Book and Banking Book exposures with respect to Counterparty Credit Risk exposures and work in coordination with Business, Risk and Finance teams for providing optimal solutions from a Regulatory Compliance perspective
  • Develop a strong working relationship with Finance, Front Office, Treasury, Technology, Audit, Independent risk and other counterparts across the organization

Qualifications


  • Comprehensive  understanding and in-depth knowledge of Basel rules (e.g. US, CRD4, GSIB, SLE) for Counterparty Credit Risk exposures (OTC Derivatives and Securities Finance Transactions);
  • Full understanding of the lifecycle of Securities Finance Transactions and Derivatives (bi-lateral and cleared transactions) notably IR and FX derivatives and involved in attribution of valuation movements using sensitivity based analysis
  • Familiarity and understanding of CCAR stress testing requirements and processes
  • Exceptional oral communication and writing skills, with ability to synthesize complex concepts, and translate into 'user-friendly' language for multiple audiences, including senior management, multiple internal constituents and regulators
  • Ability to manage multiple priorities and tasks, work well as part of a team, and exhibit strong people and influencing skills
  • Strong attention to detail, willingness to 'roll up sleeves' and produce a polished, high quality, accurate product; tireless work ethic with ability to work well under pressure
  • Solid Microsoft Excel skills and the ability to quickly develop advanced knowledge of MS Excel and Access (or other database front end query applications).
  • 5 7 years experience preferred in related field
