The Citi Cyber Intelligence Center (CIC) is part of Citis Global Information Security Organization. CIC is a key driver of Citis intelligence led information security strategy, providing actionable intelligence to internal decision-makers at the tactical, operational, and strategic levels, with the goal of protecting Citi assets and reputation from cyber-attack and cyber fraud.

Intelligence Collection Specialist

The CIC Intelligence Collection and Vendor Management team is responsible for facilitating the intelligence collection management lifecycle for the CIC. Functions of this team include identifying information gaps in the CICs collection capability, developing and executing a multi-INT strategy to address these gaps, tracking and grading data sources, and maintaining relationships with sources.

Key Responsibilities:

+ Develops and maintains a deep understanding of the CICs analytic mission for the purposes of planning short-term and long-term collection efforts

+ In conjunction with partner CIC teams, continually tracks, catalogs, and assesses CIC data sources ranging from government partners, peer organizations, internal teams, commercial intelligence firms, and OSINT assets in a global capacity

+ Develops and executes on all-source, multi-INT collection strategies to address intelligence gaps, with an emphasis on leveraging both traditional and nontraditional sources

+ Identifies information gaps in collaboration with CIC analysts

+ Maintain a framework for evaluating new sources and proactively discovering intelligence/data sources regarding high-risk cyber threats that can impact the business or network operations of Citi and its peers, suppliers, and clients

+ Oversee and execute new source evaluations including following internal procedures with sourcing, legal, and technology

+ Drive efforts to enhance and automate information collection and aggregation with the goal of decreasing analyst processing time


+ B.S. or B.A. degree

+ 3+ years of experience in all-source intelligence collection management,

+ 2+ years of experience working in a 24x5 operational environment,

+ Exceptional communication skills, including the ability to summarize and present complex issues cogently, accurately, and tailored to the audience, whether in writing or orally.

+ Must be well organized, team focused, and possess critical thinking skills

Knowledge / Experience

+ Basic understanding of the following concepts: Cyber Kill Chain, Advanced Persistent Threat, Third Party Risks, Cybercrime, Hacktivism, Various Cyber Attack Types, Fraud, Malware and Ransomware, Mobile Threats, Social Engineering, Insider Threats, SOC function, Incident management, Networks and Encryption.

+ Demonstrated experience or understanding of how collections management functions are best executed in private sector environments.

+ Demonstrated experience or understanding of how a multi-INT approach to collections management supports cyber threat intelligence missions.

+ Familiarity with open-source intelligence service providers and intelligence collection methodologies


+ Ability to effectively communicate with all levels of senior management

+ Strong written and verbal communication and presentation skills

+ Excellent communication skills, analytical ability, strong judgment and leadership skills, and the ability to work effectively with clients and IT management and staffs

+ Ability to communicate technical issues to non-technical business representatives

+ Strong project management and analytical skills

+ Team leadership skills

+ Collection management intelligence management lifecycle

+ Previous Intelligence Community and/or Law Enforcement background(s) a plus.
