Job Summary

At Houston Methodist, the Benefits Analyst is responsible for the administration of all activities related to extended leaves (Short/Long Term Disability and FMLA/LOA) from work including employee/management/vendor interaction, written and oral communications, statistical analysis, and data entry. Assures compliance of FMLA, ERISA, Section 125 and fringe benefit laws \u0026amp' regulations.

PRIMARY JOB RESPONSIBILITIES

Job responsibilities labeled EF capture those duties that are essential functions of the job.

PEOPLE \ 25 %
1. Consults with employees and management on the various benefit programs, including eligibility, plan provisions, procedures, compliance, applicable forms and claim appeal procedures. Develops, recommends and delivers internal communications and change strategies. (EF)
2. Provides excellent customer service in all interactions, works collaboratively with other internal and external partners, including plan vendors and consultants, other HR staff, IT and finance, to implement and maintain plans, troubleshoot issues and research employee concerns, making recommendations for resolution where needed. (EF)
3. Provides subject matter expertise and guidance regarding legal compliance and benefit plan and policy interpretation to HR, management and employee. (EF)

SERVICE \ 20 %
1. Analyzes issues to determine root cause and takes initiative to improve processes for better service. Assists in supporting management, employees and other HR staff with their understanding and responsibilities regarding our benefit programs, including providing technical support for our internal / external applications. (EF)
2. Creates and delivers impactful communications using channels such as presentations, websites, videos, events, newsletters, etc. (EF)
3. Advises employees on complex benefits related issues including eligibility, claims and appeal procedures as well as communicating features of programs and plan design via specific and targeted communications. (EF)

QUALITY/SAFETY \ 20 %
1. Monitors new or changing federal and state laws/regulations to determine impact on benefit programs and ensures companys\u0027 compliance. Recommends changes to program to meet changing compliance standards. (EF)
2. Assures processes and procedures are in place to capture and maintain consistent and accurate benefit related data. Assists with employee data auditing and reporting, including statistical analysis. Gathers and maintains monthly, quarterly and annual metrics as well as surveys. (EF)
3. Monitors eligibility, limitations and restrictions of plan participations and ensures compliance with both plan provisions and government requirements. (EF)

FINANCE \ 20 %
1. Manages bi\weekly processes impacting payroll and payment of benefits. (EF)
2. Assists in monitoring activities of carriers, staff and management to assure prompt and accurate application of programs, providing employees with appropriate benefits while at the same time pursuing all claim resolution opportunities which most effectively manage claim costs. (EF)
3. Supports the financial analysis and data analytics, as well as broad based project management support for different benefit programs. (EF)

GROWTH/INNOVATION \ 15 %
1. Utilizes internal / external resources, including the use of technology and communications, to recommend changes to benefit plans, provisions and processes that comply with federal regulations and are administered in accordance with best practices. (EF)
2. Works creatively to provide new approaches, including communication to increase employee engagement and participation in benefit related programs. (EF)
3. Participates in special projects and department initiatives and seeks opportunities to expand learning with a focus on continual development. (EF)

EDUCATION REQUIREMENTS

o Bachelors degree or equivalent combination of experience and education.

EXPERIENCE REQUIREMENTS

o Two years experience in employee disability plan, HR, or benefits administration. An in\depth knowledge of programs, policies and applicable federal and state laws pertaining to extended leaves and disability. Proficient computer skills, including advanced excel spreadsheet applications. Experience with HRIS, RMIS, payroll and benefit systems. Must have excellent verbal and written communication skills.

CERTIFICATIONS, LICENSES AND REGISTRATIONS REQUIRED

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

o Demonstrates the skills and competencies necessary to safely perform the assigned job, determined through on\going skills, competency assessments, and performance evaluations

o Sufficient proficiency in speaking, reading, and writing the English language necessary to perform the essential functions of this job, especially with regard to activities impacting patient or employee safety or security

o Ability to effectively communicate with patients, physicians, family members and co\workers in a manner consistent with a customer service focus and application of positive language principles

o Maintains a working knowledge of Texas Workers Compensation and employee benefit regulations including ERISA, HIPAA, FMLA, and COBRA.

o HRIS and ad hoc report writing capabilities

o Ability to work effectively with a team environment and with diverse personality types

o Demonstrates proficiency with programs, policies and applicable federal and state laws pertaining to different benefit programs

o Proficient computer skills, including advanced excel spreadsheet applications.

o Knowledge / Ability to use HRIS, RMIS, payroll and benefit systems
