Position Purpose

This is a supervisory and technical position working under the general direction of the Highway Engineer responsible for assisting in performing engineering work relating to highway system planning, design, construction, operations, and maintenance activities for county highways, bridges, culverts, and other appurtenances on the county road system; supervises highway maintenance, construction and related projects.

Key Responsibilities

Assist the Highway Engineer in a variety of duties included but not limited to:
  • Develop and prepare engineering drawings for bridge, road, or other public works projects.
  • Develop geometric layouts, profiles, and cross sections in accordance with current Local, State, and Federal design standards for review.
  • Prepare conceptual layouts and sketches, cost estimates, scoping documents, and drawings used for investigating a variety of possible solutions to roadway and bridge functional or maintenance problems.
  • Perform traffic engineering and operations analysis related to highway access, speed and safety studies, intersection control evaluation, traffic signal operation, signing and pavement marking applications, pedestrian and bicycle accommodation, detour plan development, and operational studies based on application of relevant design criteria, standards, and best management practices.
  • Prepare or review traffic signal, lighting, ITS, signing, pavement marking, and detour plans.
  • Manage engineering consultants or product vendors as related to the delivery of engineering or traffic-related projects or operation and maintenance of County-owned infrastructure.
  • Participate in public meetings and prepare communications, exhibits, models, visual graphics, and reports for project development activities.
  • Complete computer-aided drafting and designing (CADD) functions, in accordance with current WisDOT design standards and as customized for County projects.
  • Review and approve permits for highway access, overweight and oversize loads, special events, utility installations, and work within the highway right-of-way.  Review and provide highway-related comments on Certified Survey Maps (CSMs).  Periodically review current County guidelines and recommend changes to County standards and/or statutes.  Maintain and update current permit documents and online platforms based on revisions to County statutes or recommended practices.
  • Prepare or review detailed technical drawings, engineering computations, special provisions and supporting contract documents for use in final construction plans.
  • Prepare or review design reports, preliminary design documents and layouts to ensure general project scope and verify that information is consistent with current design standards and recommended best management practices.
  • Assist with biannual bridge inspections and contribute to the operations and maintenance of State-, County-, and locally-owned bridges and culverts.  Support the Highway Engineer in management of the County Bridge Program as mandated by state and Federal laws and regulations.
  • Contribute to and oversee the routine inspection and preventative maintenance activities for County-owned traffic signal equipment and ancillary sign structures. Monitor corrective and routine maintenance activities and ensure all work is accomplished in accordance with contract requirements, need, and current standards.  Maintain inspection records and inventory of County- and locally-owned traffic signals, monotube structures, and overhead sign supports.
  • Inspect and monitor construction project traffic control and detour routes and encourage safe contractor and labor practices by ensuring roadway safety to both construction personnel, motorists, and the general public based on applicable state and federal standards, practices, and regulations.
  • Organize, schedule and manage traffic counts related to routine and project-based need including oversight of County and consultant workforces.
  • Assist in the development and maintenance of various highway databases and assist the Highway Engineer with advancing automation and digital technologies.
  • Maintain records of work performed and time involved in performing the work.
  • Work safely and follow safety practices and standards of the County Highway Department; report and/or correct any existing or potential safety or accident hazard.
  • This is a public service position, and employee is required to be courteous, cooperative and respectful at all times with both the public, colleagues, and clients.  Establish and maintain a courteous, cooperative and respectful working relationship with other employees, supervisors, and public officials.
  • Perform other duties as assigned.

  • Knowledge and understanding of civil engineering principles and practices related to roadway and structure construction and operations and maintenance of public works.
  • Knowledge of and ability to perform tasks utilizing automated and manual drafting tools, techniques, and standards, including Autodesk Civil 3D software.
  • Considerable knowledge of reading, interpreting, and developing construction plans, specifications, and contract documents.
  • Knowledge of County policies and procedures, state and Federal regulations pertaining to project development, and relevant design standards and best practices.
  • Ability to work cooperatively with customers, stakeholders, and co­workers.
  • Ability to understand and execute verbal and written instructions and directions.
  • Ability to plan, assign and supervise work of employees engaged in highway maintenance and construction.
  • Ability to communicate effectively with the public, co-workers, and other government agency employees both verbally and through written or electronic forms of communication.
  • Ability to read and interpret technical manuals, construction plans, reports, charts, technical drawings, etc. and comprehend legal documents such as proposals, contracts, policies, statutes, and legal descriptions.
  • Ability to work independently or under limited supervision as required.
  • Ability to maintain effective working relationships with the general public and other County employees, local and/or State officials and employees.
  • Physical efforts may be required that involve the occasional lifting of up to 75 pounds, twisting, or bending; walking extended periods or standing to a significant degree on rough or steep terrain; ability to perform work safely in areas of hazards including around heavy construction equipment, high-speed traffic, culverts, bridges, steep embankments, streams, and wetlands.  Steel-toed boots and other personal protective safety equipment is required at times.

Education/Certifications/Experience Requirements

  • Bachelor's Degree in Civil Engineering or Associate's Degree in Civil Engineering Technology or related field.
  • Wisconsin registration as a Professional Engineer or ability to acquire within three (3) years preferred.
  • Certification as Professional Traffic Operations Engineer (PTOE) or Road Safety Professional Level 1 (RSP1) or ability to acquire within five (5) years preferred but not required.
  • Ability to legally operate a motor vehicle required.
  • Experience performing or inspecting roadway and/or structure construction, materials, soils, and/or right-of-way activities. 
  • Experience with field survey principals and data collection.
  • Experience with local, state, and Federal governmental agency permit processes and requirements.
  • May consider other relevant combinations of education and experience that provide equivalent knowledge, skills, and abilities.
  • Appointment will be conditional upon successful completion of a criminal background check.
