UW Facilities manages the Universitys buildings, infrastructure and land, with more than 1,100 employees in a variety of fields. The Asset Management group includes Capital & Space Management, Real Estate, Sustainability and other teams responsible for planning and workload management. The Operations group includes Project Delivery, Maintenance & Construction, Campus Utilities & Operations, Building Services, Transportation Services and Safety. Supporting these groups, as well as the separate Emergency Management team, are the Business Intelligence & Information Technology group and the Finance & Administration group.

We have an outstanding opportunity for an Assistant Director of Transportation Services.

The Assistant Director of Transportation Services leads two strategic, customer-facing functions for UW Transportation Services to provide the best experience for those travelling to the Seattle campus: the Commute Options and Planning Team which develops and implement programs, plans and services to encourage campus travel by foot, bicycle, ridesharing, transit and telework to support the regulatory requirements of the Campus Master Plan and the goals of the University to reduce travel-related carbon emissions; and, the TS Sales & Administration Team which provides a seamless and exceptional experience for TS customers across all transportation modes and products through effective outreach and customer service. The Assistant Director also leads special projects and strategic initiatives efforts, in addition to department data analysis efforts to understand the utilization of campus parking and regional transit by campus commuters.

This position serves as the Universitys Transportation Demand Management subject matter expert to develop, implement, direct, and control programs that both improve the non-drive alone transportation options available to students, staff, and faculty, as well as improve knowledge of and perception of those options. They are responsible for regulatory reporting related to the Campus Master Plan, maintaining progress towards institutional goals regarding reductions in vehicle trips and carbon emissions from commuting. In coordination with the Transportation Services Director, this position acts as a UW transportation liaison with high-level University, Regional and State stakeholders and agency heads.

The Assistant Director engages in and supports strategic initiatives and planning, policy development, and financial management as a senior member of the Transportation Services leadership team. The position has day-to-day direction and oversite for three managers, 5 to 7 analysts and transportation specialists, indirect oversight of approximately 20 staff and student employees, and collaborates in conjunction with Transportation Services-funded Communications and Information Technology units. This position oversees operations exceeding $30 Million annually, and requires significant experience with financial analysis and forecasting, and operational regulatory management functions.

This role is responsible for organizational effectiveness, including process improvement efforts, change management, creation and refinement of metrics and operations performance measures, and staff accountability associated with daily business practices, mandated compliance functions, and annual performance evaluations. They must demonstrate excellent interpersonal communication, be able to collaborate, negotiate, establish and carry out policy and programs in keeping with organizational strategy, departmental/institutional policy, and applicable law/regulation. They must exercise discretion and independent judgment in decision-making processes. This position coordinates and troubleshoots with internal and external customers, partners, and vendors to minimize impacts to programs, recommending configuration and process improvements to enhance performance. They also will direct multiple projects with critical deadlines, and they will be responsible for the quality assurance and performance management in a complex, highly dynamic operating environment.

This role contributes to the improvement of information systems; oversees regulatory requirements, and complies with policies and practices associated with federal, state, local and institutional requirements.


Organizational Leadership (15%)

Advise the Director on issues of transportation strategy and policy, establish and maintain standard operating protocols to attain support strategy and policy goals.
Manages one or more major projects at any given time, including projects of departmental or institutional significance in addition to workgroup initiatives.
Sets goals, establishes timelines, manages resources, establishes roles and allocates work, monitors/measures progress, takes remedial action or celebrates project/team successes as appropriate.
Participates with other TS Leadership, ensuring that strategy and operations are coordinated among the departments varied and interdependent programmatic areas.
Develop strategic and tactical planning, including short- and long-term goals and objectives.
Translates and articulates the organizational strategy to staff in assigned programmatic areas and monitor implementation of strategy through Annual Team Plans.
Articulates a vision for assigned programmatic areas that challenges and inspires program staff.
Provide expertise and leadership for incorporation of Lean Management tools to keep the voice of the customer present in staff-driven service improvement processes.

Budget/Financial (15%)

Works with Finance to develop and monitor program budgets and multiyear financial plans including both program revenues and expenses, estimated to be $30 million annually.
Forecasts market changes affecting program performance and ensure incorporation into organizational financial plans and models.
Ensures that resources are deployed consistent with organizational strategy and plans and those sufficient resources are available to support plan success and operational stability.
Develops and oversees implementation of procedures to ensure transactional accuracy.
Monitors programmatic return on resource investment and takes actions required to ensure desired results.
Manage, track and evaluate capital improvement projects to ensure desired return on investment and cost efficiency.
Identify opportunities for external funding and revenue streams (grants, partnerships) to support departmental operations and goals.

Operational Management (15%)

Direct supervisory responsibility (conduct hiring, staff development and coaching, work allocation, and performance management) for 5-8 individuals, predominantly professional staff in the Manager, Assistant Manager, Specialist, and Analyst roles.
Oversee personnel management for assigned sub-units with 15-20 FTE, including development and corrective action for management, supervisory and frontline staff in a wide variety of disciplines. Oversees Managers work in hiring, staff development, work allocation, and performance management, predominantly union and/or classified staff.
Perform human resource functions including interviewing, selection, training, performance evaluation, salary determination, promotion and corrective action.
Establish policies, methods, procedures, and work rules for management of all employees.
Ensure all departmental programs confirm to institutional and department polices and safety regulations.
Reviews exceptions to organizational standards (e.g. overtime) approved by Assistant Managers.

Data Gathering and Analysis (15%)

Develop recommendations for the most cost-effective and appropriate use and allocation of resources.
Assist in the preparation and presentation of customized reports for the senior management to summarize and analyze complex data.
Identify relevant metrics for tracking and reporting performance improvement, exceptions and process opportunities.
Oversee, participate, and refine Business intelligence measurements and reporting efforts at the division, department, and program levels.
Prepare reports and official documents in support of Transportation Services objectives and priorities, ensuring inclusion of perspectives of internal and external constituencies and other affected parties.
Oversee customer surveys and engagement processes to align department goals and operations with transportation demand and behavior.
Assist with the tracking, monitoring and progress of key projects, strategic planning activities and specific action items that emanate from UW Facilities executive leadership.
Participate in, track and review University transportation research projects to advance the goals of the department.

Partnership Development, Advocacy and Customer Engagement (15%)

Builds connections with high-level internal and external business partners, including leaders of regional transportation it agencies (SDOT, WSDOT, King County Metro, Sound Transit, PSRC) and UW leaders (Board of Regents, Presidents Office, Vice President of Facilities, Office of Planning and Budget, Planning Development Group, External Relations, Labor Relations, Government Relations), advocating on behalf of the University.
Advise the Director and internal partners in the development of recommendations of strategies and policies to advance the transportation goals of the department and the University.
Track and review transportation-related legislation at the federal, state and local level for their impact on the department and the University.
Oversee the development of institutional policy and code amendments to align framework with operational and strategic objectives (WAC, RCW).
Represents the University, Transportation Services, and/or programs to advance their goals.
Engages customers and business partners in the definition of service excellence (customer pull approach).
Provides top-level service recovery for escalated issues or initial resolution for high-profile individuals or high-risk scenarios.

Transportation Demand Management (7.5%)

Stays abreast of industry trends and practices.
Leads and facilitates innovative practices at the University of Washington.
Represents the organization to industry peers and partners.
Participate in regional and national initiatives to advance the transportation demand management goals of the department and University.
Ensures presence of and participation in position-appropriate professional development programs and activities for/by staff in assigned program areas.

Administration (7.5%)

Chair and participate in University committees and UW Facilities initiatives and activities
Advise and serve as liaison with student government and committees on Transportation Services behalf, including the U-PASS Advisory Board that oversees the Student U-PASS program.
Identify institutional policies and/or practices that affect Transportation Services activities and ensure productive resolution of operations, administration, and/or policy barriers to success.
Serve as liaison between specified Commute Options & Planning, internal University entities, and external community stakeholders.
Maximize operational effectiveness and ensure compliance with applicable regulations.
Represent the Director with internal and external constituencies as needed.

Technology (5%)

Coordinates deployment of workgroup/program specific technology with UW Facilities Business Innovation & Technology, UW IT, and program vendors, including development and administration of procedures for use.
Maintains a familiarity with business system functions, structures, capabilities, and limitations and participate in configuration and specification of enhancements.
Oversee, in coordination with UW Facilities Business Innovation & Technology and UW IT, the systems integration between Transportation Services customer service management systems and the regional transit fare system to ensure accurate data conversion and customer satisfaction.
Oversee, in coordination with SFS and UW IT, student databases required for U-PASS processing and integration with the regional transit fare system.

Compliance (5%)

Ensures organizational compliance with applicable laws and regulations.
Interprets requirements; develops, documents, and implements procedures; conducts or oversees analysis and reporting; implements or makes recommendations for remediation or correction.

Requirements include:

Bachelors degree in communications, marketing, business, transportation or related field.
Eight years of directly related experience, including supervision/personnel management.
Familiarity with and commitment to Transportation Demand Management principles.
Management-level experience in a large and/or complex operation.
Experience leading process improvement activities, and using techniques and methods, such as LEAN; demonstrated effectiveness managing in a culture of change and transition.
Demonstrated leadership abilities and effective management skills, including an ability to work effectively in a large and complex organization are essential.
Experience in systems development, data analysis, customer service, program development and management, and fiscal planning.
Demonstrated commitment to achieving and supporting diversity in the workforce.
Familiarity with information systems, regulatory compliance issues and business operation.
Demonstrated excellent interpersonal and oral/written communication skills; ability to work successfully with people at all levels throughout the organization and with a wide range of constituencies; ability to maintain and model composure in a fast-paced, dynamic customer service driven environment.

Masters Degree in transportation, public administration or business preferred.
Possession of a valid Washington State drivers license.
Experience working in the public or higher education sectors; experience in the parking and/or transportation industries; experience in specific areas of programmatic oversight 
Experience working cooperatively with union representatives 
Experience successfully leading team members within a Lean process improvement environment 
Experience with University business systems; experience with industry or program specific business systems  

Conditions of Employment:

Work is normally performed in a typical interior/office environment; however, program management will include outdoor or fieldwork with exposure to the elements and variable weather conditions. 
May be required to lift up to 40 lbs.
While usual hours fall within standard business hours, work may be required during hours beyond standard business hours, including weekends; professional travel may be required.
Must be able to work in a non-smoking environment.
