Job Summary:The Associate Director or Payroll will be responsible for providing leadership and direction for the management of the UPHS Corporate Payroll function. This role oversees the disbursements from all Health System entities except LGH of over $2B in payments each fiscal year for over 28K employees. Role supports the payment needs of each entity and works closely with the entity CHRO's, CFO's, and Corp SVP's as needed, to develop custom payment strategies. Role works closely with the Corporate and Entity HR Departments to build and implement processes to ensure accurate and timely payments to employees, in accordance with GAAP and UPHS policies. Responsible for the management of the following systems, Lawson PR, Kronos TimeKeeper, and Chrome River Expense, used to support the PR function. Role is responsible for the education and training of the PR Staff and to deliver customer service excellence in supporting entity personnel, including maintaining training materials and procedural guides for end users. Role is responsible for tax and garnishment reporting, employee reimbursement processing, and W2 reporting. Role works closely with UofP Tax and PR Offices to ensure compliance with Federal, state and local requirements and rules.Accountabilities:¢\tTime Record Processing sign-off on UPHS Kronos records, process incoming time records (UPHS Kronos, PHS Kronos, Medical Resident File, manual entries) timely. Audit time records, identify issues and resolve discrepancies. ¢\tTax Reporting meet tax reporting and payment deadlines, reconcile accounts monthly, quarterly and annually. Manage relationship with ADP. Issue accurate W2 forms (paper and electronic). Ensure compliance with withholding tax guidelines (rates, jurisdictions, etc.).¢\tChair bi-weekly cross-functional team meeting to discuss PR related issues and events¢\tDepartment Budget develop and perform¢\tStaff (currently 5 FTEs) talent recruitment, staff development and training (develop new hire and refresher training programs)¢\tChange Management provide direction and oversight for entity integration into UPHS Corp Shared Service model. Support system integrations related to Kronos, Chrome River and Lawson.¢\tCustomer Service support payment needs of UPHS entities, ensure Department provide clear and appropriate information, support internal and external audits.¢\tEmployee Expense Reimbursements oversee process to ensure timely payment and rules compliance.¢\tPerforms duties in accordance with Penn Medicine and entity values, policies, and procedures¢\tOther duties as assigned to support the unit, department, entity, and health system organization

Required Education/Experience:\n•\tBachelor's Degree in Accounting, Finance, Management or similar required\n•\t15+ years of Payroll Management Experience required\n•\t5+ years of experience managing payroll, time keeping, and expense reimbursement systems required\n•\t5+ years of previous experience in a large, complex environment or Academic Health System with multiple entities and EINs preferred\n\nRequired Skills and Abilities:\n•\tStrong communicator\n•\tManagement of large clerical team and professional team\n•\tSubject Matter Expert using Lawson Payroll Module, Chrome River Expense Module, Kronos TimeKeeper module\n•\tSubject Matter Expert in the Payroll field\n•\tProficient using Microsoft Office, specifically Excel, Word and PowerPoint\n•\tAbility to develop and implement training programs\n•\tMid-level knowledge of general accounting
