Position descriptionUnder the direction of the Chair of the Department of Anesthesiology and Critical Care with an indirect reporting relationship to the Executive Director of the Clinical Practices of the University of Pennsylvania (CPUP), the Chief Operating Officer is responsible for Department of Anesthesiology and Critical Care clinical operations, revenue cycle, and communications: a $99 million operation. The scope of leadership includes overview of 400+ staff members, a mix of University of Pennsylvania tenured faculty and University of Pennsylvania Health System employees. The incumbent clearly is an integral member of the Departments Leadership Team. Drives operational integration of programs by ensuring alignment of communication to UPHS Leadership. Ensures consensus and collaboration. ¢\tMedical Leadership Collaborates with the Chair and Vice Chairs to ensure departmental and divisional goals are met. Regularly meets with key constituents to develop and implement plans to meet strategic goals for the Department.External Relationships (supporting the Chair):¢\tClinical Service Groups & Product Service Lines Supports Business Development & Affiliation and Marketing in partnering with affiliates to develop mutually beneficial clinical and operational programs.¢\tProfessional Associations & Benchmarking Interfaces with industry associations as a representative of the organization to identify benchmarks¢\tPartners with Chair, School of Medicine and CPUP Executive Committee in:¢\tEstablishing annual strategic priorities, implementation plans and measures of success;¢\tDeveloping Annual Report to the Dean that is consistent with strategic initiatives.¢\tProvides input for the development of Department strategic plan and budget. Facilitates this process in partnership with PENN Medicine Strategic Planning Office, entity leadership, and School of Medicine Leadership. ¢\tEnsures that annual strategic goals are linked to entity and leaderships performance targets.¢\tParticipates as a member of Department Leadership in the development of strategic capital and other resource priorities and manages them for maximum benefit to Department.Patient Care Processes related to Pain Management: (In partnership with Entity, UPHS and School of Medicine Leadership)¢\tWorks with Director of Pain Management to ensures patient care related processes in the Clinic deliver high quality and efficient care to patients and their families¢\tEnsures Pain Clinic facilities and environments of care are clean, safe and patient friendly.¢\tEnsure all outsourced services meet agreed upon service standards in support of all patient care processes¢\tSupports the creation of clinical effectiveness targets, improvement plans and reporting systems to ensure the delivery of high quality, effective and efficient patient care¢\tEnsures that teams and individuals have the clinical, information and organizational tools to serve our patients and customers effectively and efficientlyFinancial Management¢\tIn collaboration with the Chair, oversees physician revenue generation and third party regulatory compliance through application of standardized financial counseling¢\tOversee charge capture, co-payments, deductibles, authorizations & referral management¢\tFacilitate open sharing of physician productivity data¢\tDevelop and provide access to statistically valid benchmarking data¢\tOversee financial modeling of clinical practice performance for cognitive and procedure-based activity¢\tProvide decision support tools and analytic support through use of CPT data¢\tDirect multi-complex organizational and financial problem-solving as it relates to physician services productivity, reimbursement, ICD-10, CPT and HCFA coding compliance documentation and site-specific professional, technical and global fee billing¢\tPerform impact analysis of actual or proposed changes in payment methodologies, i.e., APC, MAPS, RVU updates, fee schedules¢\tWorks with to ensure hospital billing for Anesthesia are obtained¢\tDevelops and participate in the analysis and evaluation of strategic business plans, feasibility studies, market assessment, marketing plans, data gathering, and presentation of written reports on prospective new clinical programs and opportunities for enhanced professional and diagnostic revenue.Regulatory Compliance: ¢\tFor all University, UPHS and School of Medicine staff within the department, ensures all areas of accountability are compliant with all federal, state and local regulatory standards and requirements, including JCAHO, Department of Health, funding agencies, FDA, HIPAA, HCFA, DPW, department specific NIH guidelines and others.¢\tManages insurers QA Audits and represents Department with any necessary response¢\tReview, implement and ensure compliance of regulatory and legislative changes for all third parties¢\tAs Department Liaison, oversee routine audit of billing in accordance with established UPHS guidelines.Operations ¢\tContinually assess operating procedures and takes action to assure on-going quality improvement ¢\tPlan, monitor and manage the operations budget to insure achievement of operational and financial goals¢\tEnsure all regulatory requirements are met¢\tEnsure effective utilization of materials, staff and financial resources

Education and Experience\n•\tMaster’s degree required, preferably MBA coupled with in-depth knowledge of healthcare financials. \n•\t7-10 years of progressively responsible health care operational experience, in an academic medical center environment, preferably within an Anesthesiology or other Hospital based environment. \n•\tStrong Financial and Business Acumen required\n•\tIn depth knowledge of Federal reimbursement, TJC, PA-DOH rules and regulations for operating and outpatient and physician’s practice\n•\tPrior experience with EPIC, EXCEL, ACCESS, Hyperion
