Nature of Work: This position is a senior level traffic engineer for the Maryland Transportation Authority's (MDTA) Office of Engineering and Construction (OEC) Traffic Section. The incumbent works in the Traffic section under the managerial supervision of the Traffic Manager.  The primary focus of this position consists of traffic-related projects and tasks.  Duties include, but are not limited to, reviewing/managing various traffic studies (safety studies, traffic impact studies, etc.); signing design and evaluation; Maintenance of Traffic (MOT) development and review; working with the Traffic Manager in identifying and managing projects for the signing program, safety program, and traffic study/data collection program; developing and maintaining task/project schedules and construction cost estimates. 

The incumbent in this position is responsible for tracking and managing budgets for projects; coordinating with other MDTA divisions, as well as Federal, State and local agencies; representing the MDTA's OEC-Traffic Section at internal and external meetings; reviewing and responding to construction Request for Information (RFIs), as well as shop drawings; and ensuring compliance with sound engineering practices, and the application of guidelines, standards, practices, policies or regulations as they relate to traffic and operation. This position manages consultants in the design and preparation of construction documents for multiple traffic and highway projects.   The incumbent in this position is also responsible for various traffic studies and manages studies from scope development to report completion, as well as provides recommendations based on the study; identifies and interprets traffic volume patterns and performs traffic capacity analyses; develops estimates, budgets and cash flows; coordinates the advertisement of transportation projects from Plans, Specifications & Estimates (PS&E) through post advertisement activities.  This position is also responsible for reviewing the design elements such as Maintenance of Traffic (MOT), Signing and Pavement Marking, and other traffic control devices.     The current vacancy exists in Baltimore County, MD.

Minimum Qualifications: Education: Possession of a bachelor's degree in engineering from an accredited college or university.

For education obtained outside the U.S., at the time of application you are required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

Experience: Seven (7) years of experience in professional engineering. *Three (3) years of the required experience must have involved project engineering/management of traffic engineering design, operation, analysis and safety projects (i.e., signing and safety improvement projects). The ideal candidate will possess:

  • Seven (7)+ years of traffic engineering related experiences and a thorough knowledge of design guidelines, including the Manual on Uniform Traffic Control Devices (MUTCD), Highway Capacity Manual (HCM), American Association of State Highway and Transportation Officials' (AASHTO), Policy on Geometric Design of Highways and Streets, Roadside Design Guide; and Americans with Disabilities Act (ADA) Accessibility Guidelines. AND
  • Excellent written and verbal communication and interpersonal skills.
