The Systems Testing and Commissioning (T&C) Manager shall assume the roles and responsibilities of Commissioning Manager on all projects and shall also be aworkingtesting & commissioning engineer.In this role, you will l ensure that the Testing & Commissioning / Field Service team is best placed to deliver the electrification equipment into service. This shall extend to manage; control and co-ordinate the system integration and full commissioning programme of works to time, scope and budget, ensuring all safety, quality and environmental requirements are met. You will enjoy the collaboration with with the technical manager, project manager(s) and Commercial Project Manager(s) to ensure an integrated project to the Customer. This shall extend to working and interfacing with our Customers and external approved suppliers as key point of contact as appropriate to produce a homogeneous project solution.


**Bid Responsibilities & Tasks:**

+ Overall accountability for managing the development of fully compliant Testing & Commissioning bid deliverables that meet the requirements of the bid including the production of a Requirements / Compliance Matrix

+ Analyze and review the technical feasibility of solutions and the risks

+ For bids utilizing the Siemens New Collaboration Model (NCM), continuously liaise with on / off-shore Technical Manager(s) (TM) to ensure the most competitive and technically compliant bid is submitted

+ Participate in bid risk workshops

+ Participate in LoA reviews

**Project Responsibilities & Tasks:**

Day to Day management and scheduling of the Test and Commissioning / Field Service teams undertaking AC and DC Electrification projects

Development of the Testing and Commissioning Strategy for Projects and thus establish the sequence, scope and detailed breakdown by discipline of the packages to be handed over by Project

Ensuring the safe commissioning, operating and performance testing of completed installations to achieve the necessary plant performance in accordance with the Project Programme requirements

Manage, test and commissioning activities for AC electrification (25kV Classic and 2x25kV Autotransformer) railway networks

Manage, test and commissioning activities for DC electrification railway networks

In conjunction with the Head of Engineering identify additional resources as required to deliver the project to Programme

Develop and manage the System engineering and full commissioning Programme of works in accordance with relevant legislation, Customer specifications, policies, procedures and standards. Review risk assessments, Plans, Work Package Plans, Testing Procedures, Method Statements as required

Ensure that all Quality Assurance procedures are effectively managed and progressed through the life cycle of the work packages

Carry out Health and Safety Inspections, reviewing safe systems of work

Develop and review system T&C plan documentation

Develop and maintain constructive, co-operative working relationships with the Customer and external approved suppliers to ensure the success of the project. Engender this approach within team members and colleagues

Produce coordinated and efficient sequencing of T&C and field activities to optimize overall project costs for all parties

Ensure sufficient detailed integrated plans are developed, and assess progress against them, to effectivelycontroloperations on site and provide the necessary level of project reporting

Monitor T&C phase expenditure and progress, ensuring projects are delivered to budget and on time

Ensure delivery of all T&C deliverables and documentation

Monitor risks and issues that could affect or are affecting project delivery and facilitate their clearance

Liaise with the Commercial Project Manager(s) to ensure that change, delays, disruption, completion, defects or other commercial aspects are dealt with where required

Escalate and report issues to the Technical Manager or Head of Engineering as soon as such become apparent

Establishing Documentation Systems required to undertake T&C and Field activities

+ Manage all Commissioning Milestones in EPiQ in accordance with the guideline

+ Act as a Requirements Lead and / or Contributor in the Requirements Management (RM) process

+ Assist with the development of Bid estimates and documentation for new opportunities

+ Conduct and capture monthly project progress meetings with the T&C / Field Service team

+ Attend monthly Project Reviews and represent the T&C / Field Service team

+ Fully manage the end to end T&C process

+ Ensure sufficient project resources are obtained in a timely manner to meet Programme commitments

+ Provide technical support to all Project Manager(s) as required

+ Maintain effective communications with all project participants to ensure contract delivery

+ Take an active role in the local coaching of junior /less experienced staff to ensure the developmental needs of both the individual and the business are met

+ Develop synergy between projects to offer services to Customers that are both innovative and value for money

+ Ability to apply technical knowledge in analyzing problems and creating innovative solutions

+ Excellent verbal and written communication skills

+ Ability to work on own initiative

+ Flexible approach to work, and ability to prioritize and manage your time effectively

+ Strong attention to detail and ability to make correct judgments

+ Conduct Factory Acceptance Testing (FAT), Design / Type Testing, Factory Integration Testing (FIT) and Field / Site Acceptance Testing (SAT) as required

+ Willingness to travel across the USA

+ Undertake lessons learnt exercises to maintain value


+ Technical diploma (minimum)

+ Qualified Electrician (desired)

+ Bachelor of Science (BSc) degree in Electrical / Electronic Engineering (preferred)


**Knowledge & Experience:**

Minimum of 10 years experience in installation, test and commissioning activity

+ Minimum 5 years experienceworking within the Rail Electrification market

Relevant management experience and competency

Track record of successful project delivery

Experience of 25kV and DC distribution networks

Experienced in System integration of OLE, Switchgear, SCADA, Telecoms, M & E, Traction Power within the Rail environment

+ Demonstrable in-depth knowledge and experience of AC and / or DC rail electrification schemes, particularly distribution assets

+ Proficient in discipline specific ANSI / IEEE and NEMA standards

+ Experience within a contracting or manufacturer industry

+ Proven safety management knowledge

+ Proven ability to work under pressure and to tight deadlines

+ Proven experience in managing people in a dynamic and challenging business environment

+ Strong organizational, collaborative and leadership experience and capability

+ Good communication and inter personal skills and be able to effectively communicate and report at all levels

+ Has the management skill to undertake the role

+ Has an understanding of interfaces between engineering disciplines involved in the project

+ Can influence or directly manage those whose roles contribute to compliance

+ Understands their responsibility for appointing adequate competent engineering resources to undertake the works

+ Demonstrable in-depth knowledge of and experience of installation, testing & commissioning of the following Siemens products is an advantage:

+ 8DA10, 8DA11 and 8DA12 Gas-insulated Switchgear (GIS)

+ Sitras TCR thyristor rectifier

+ Sitras REC diode rectifier

+ Sitras DSG DC switchgear

+ Sitras PRO DC micro-processor protection relay

+ Sitras SCD short-circuiting device

+ Sitras SCS station controller

+ Demonstrable in-depth knowledge and experience designing control circuitry for similar products than those listed above is an advantage

+ Demonstrable in-depth knowledge and experience managing technical requirements through the verification and validation (V&V) process either as a requirements lead or contributor

+ Proficient in Microsoft Office (Excel, Word, PowerPoint & Visio)

+ Proficient in Microsoft Project Professional (minimum)

+ Proficient in Oracle Primavera P6 (desired)

+ Proficient in IBM DOORS (desired)
