THE POSITION

This recruitment is being conducted to fill one full-time vacancy. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.

The County of Napa is seeking qualified applicants for the position of Engineering Supervisor in the Conservation/Engineering Division of the Planning, Building and Environmental Services Department.

*Please note: This division requires a valid certificate of registration as a civil engineer, either from California or from another state, with the parameters set forth under the License or Certificate section of this job bulletin. 

Incumbents in this position plan, organize and supervise the daily operations of land development, floodplain management, storm water management, and enforcement activities.  The Engineering Supervisor serves as a working supervisor reviewing and approving complex development plans and technical reports and is expected to exercise considerable independent initiative and judgment in administering major functional activities of the Conservation/Engineering division. Typical duties for this specific assignment include:
 

  • Review proposed development plans, specifications and technical reports and studies prepared by private firms for completeness; conformance to federal, state and local codes, regulations and design criteria, and conformance with general standards of practice for engineering.
  • Oversee and perform the processing of a variety of land use permits, building permits, floodplain permits, grading permits, agriculture erosion control plan permits and prepare and review complex engineering reports and correspondence. 
  • Oversee, implement and update programs and standards that Napa County participates in and enforces such as the National Flood Insurance Program, the National Pollution Discharge Elimination System, and the Napa County Road and Street Standards.
  • Meet and confer with contractors, consultants, developers and residents on assigned projects to assure compliance with county, state and federal codes and regulations and to resolve problems or project modifications.
  • Plan, assign and direct the work of professional engineering staff performing a variety of engineering assignments. 
  • Review and analyze technical and engineering issues, provide technical information to official of other governmental jurisdictions, other engineers and the public. 
  • Assume responsibility for a variety of personnel actions including assisting with employee selections and promotions, conducting performance evaluations and recommending disciplinary actions.
  • Serve as staff resource to boards, committees, commissions and task forces as required; respond to inquiries, complaints and enforcement issues; and provide technical assistance to consultants, other governmental agencies and the public.

Meet and confer with contractors and consultants on assigned projects to ensure compliance with County codes and design requirements, and to resolve problems or project modifications; review and analyze technical and engineering issues; provide technical information to officials of other governmental jurisdictions, other engineers and the public; assume responsibility for a variety of personnel actions including assisting with employee selections and promotions, conducting performance evaluations and recommending disciplinary actions; serve as a staff resource to boards, committees, commissions and task forces as required; respond to inquiries and complaints; provide technical assistance to the public; prepare complex engineering reports and correspondence; plan, organize and supervise the daily operations of land development, floodplain management, storm water management, and enforcement activities associated with private land development; review improvement plans, specifications, and technical reports and studies prepared by private firms for accuracy, design and completeness; and conformance to laws and County design criteria; oversee and perform the processing of a variety of land use permits, building permits, floodplain permits, grading permits, agricultural erosion control plans and prepare and review complex engineering reports and correspondence; oversee, administer and update programs and standards that Napa County participates in and enforces such as the National Flood Insurance Program, the National Pollution Discharge Elimination System, and the Napa County Road and Street Standards; plan, assign and direct the work of professional engineering staff performing a variety of engineering assignments; perform related duties as assigned.

KNOWLEDGE OF:
 
Principles and practices of effective supervision, training and performance management of assigned staff.
 
Principles, practices and techniques of engineering to direct projects from inception to completion. 
 
Statistics and advanced mathematics including algebra and analytic geometry.
 
Correct usage of engineering equipment including computers, computer programs in the engineering field, calculators, drafting and surveying instruments.
 
Design principles, construction materials and the stress analyses required in planning highways and bridges. 
 
Principles of mechanical engineering, structural engineering and surveying as they apply to the design of roads and bridges.
 
Principles, practices and techniques of hydrologic and hydraulic analysis, stormwater pollution prevention, floodplain administration, traffic engineering and standard construction practices employed in land development and related engineering construction.
 
SKILL TO:
 
Review and comment on engineering design and technical studies of varying difficulty and specialties.

Inspect and document a variety of construction projects associated with land development.

Retain and recall factual, technical data and legal provisions.
 
Prepare accurate engineering computations and drawings.
 
Formulate accurate plans, specifications, cost estimates and comprehensive engineering reports.
 
Supervise the preparation of engineering designs, plans and specifications in the construction and modification of public works facilities. 
 
Understand, interpret, explain and apply applicable laws, rules and regulations.
 
Plan, organize, supervise and evaluate the work of professional and technical staff; develop and provide effective training.
 
Analyze situations accurately and take effective action.
 
Communicate effectively both verbally and in writing.
 
Prepare and maintain clear, concise and comprehensive records and reports.
 
Use computer aided drafting to produce maps and other documents.
 
ABILITY TO:
 
Work independently in the absence of supervision.
 
Adjust to changing workloads to meet deadlines.
 
Establish and maintain cooperative working relationships with the public, staff, other agencies and departments.
 
Walk on uneven ground for long periods of time.
 
Stand for long periods of times.

Use computer equipment for extended periods of time to complete plans.






 

EXPERIENCE AND EDUCATION
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge, skills and abilities.  A desirable combination is:
           
Experience:
Four years of responsible professional civil engineering experience, including at least two years of which shall have been in a responsible capacity involving planning and design or acting as a resident engineer on large and varied construction projects and/or supervising the daily operations of land development, flood plain management and storm water management activities.
 
Education:
Bachelor Degree from an accredited college or university with major course work in civil engineering, mechanical engineering or land surveying, or a related field.
 
 
License or Certificate
A valid certificate of registration as a civil engineer, mechanical engineer, or professional land surveyor issued by the California State Board of Registration for Professional Engineers, Land Surveyors, and Geologists is a minimum requirement. Upon initial hire, the possession of a valid certificate of registration as a civil engineer issued by another state outside of California shall be acceptable; however, a valid certificate of registration as a civil engineer issued by the California State Board of Professional Engineers must be obtained within 9 months of hire date (or probationary employment shall be summarily terminated for failure to meet minimum job qualifications).  
 
Possession of a valid Land Surveyor license is highly desired.
 
Possession of a valid California Driver's License.
