**Job Description:**

Overview of Position:

The Customs Strategy and Risk team is responsible for (i) assessing, monitoring, proactively mitigating and reporting on Siemens Customs risks, and (ii) establishing the strategy for the US Customs compliance program.

The Customs Trade and Compliance Manager is an integral part to the success of the Customs Strategy & Risk program. The Manager role is managing process not a team, is responsible for monitoring, assessing, mitigating and reporting on Trade Policy and Siemens Customs Risk. This individual is a leader capable of partnering with strategic business partners and Siemens Customs team members to help Siemens US meet its obligations under the Siemens Internal Control Program, including providing advice, consulting, training and strategic guidance. The position reports to the US Head of Customs Strategy and Risk.


Monitor for potential changes in Trade Policy that could impact Siemens. This will largely include through various external channels such as AAEI, ICPA, news outlets, others.

Work with strategic business partners (Siemens Government Affairs, Supply Chain, Legal, Customs Operations, etc.) to facilitate awareness of Trade Policy changes and assess potential impacts to Siemens.

Serve as the Point of Escalation for other members of the US Customs team for resolution of Customs related concerns. This includes (i) assessing potential impacts, and (ii) submitting Post-Summary Corrections, Prior Disclosures, Protests, etc.

Work with the Customs Operations and Strategy & Risk team members to identify strong candidates for Ruling requests. Subsequently submit requests for Rulings (binding, scope) determined to be relevant / appropriate for Siemens.

Report to management on Customs related topics and risks relevant to the Siemens US businesses subject to the Internal Control Program (ICP).

Maintain the Customs Compliance Guidelines (CCG). This includes monitoring relevant changes issued by the Global Customs Strategy and Risk team, Customs regulations, and the business environment in order to make necessary and appropriate changes to the CCG.

Foster cross functional communication and active involvement within the operating departments of the US Customs Operations team and/or Siemens Business Units / Divisions.

Point of escalation and approval for ACE access.

Collaborate with Global Customs Strategy and Risk team members.

Partner with Legal on Customs related terms and conditions in buying / selling contracts.

Develop and communicate strategies within the department to influence and affect change to improve compliance and facilitate harmonization of processes, methods and standards.

Develops and provides training to peers, colleagues, stakeholders and the businesses, as necessary.

Required knowledge, skills, education and experience:

BS Degree required in related field, JD is desired.

Minimum of 10 years experience assessing, monitoring, proactively mitigating and reporting on Customs risk.

Robust knowledge of international trade regulations and effect on business processes

Strong written and verbal communication skills

Project skills; including analytics, implementation strategies, metric measurement and continuous monitoring expectations and deliverables.

Ability to communicate, negotiate, influence and implement change within the business.

Ability to work and influence stakeholders domestically and internationally.

Strong working knowledge and practical application of Customs Valuation methodology, especially in the areas of Related Party transactions, and Project business

Ability to work independently

25% travel mostly domestic

Preferred knowledge, skills, education and experience:

Experience working with and/or established relationships with local CBP, HQ CBP, and other Government Agencies

Experience working with or for outside counsel in the area of Trade Compliance
